Education:

Graduation with a degree from a recognized university with acceptable specialization in economics, sociology or statistics.

NOTE: Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:

Significant* experience leading research, analysis, and preparation of documents (i.e. briefing notes, backgrounders, scans, position papers, speaking notes and presentations), on complex** social policy*** issues.
Significant* experience in providing advice and recommendations to senior management on complex** social policy*** issues.
Experience leading significant collaborative engagement with internal and external stakeholders (i.e. other federal departments; provincial or local governments; non-governmental, public or private sector organizations).
Experience conducting strategic and operational planning.

*Significant experience is defined based on the complexity and diversity of the experience, and should include at least two (2) years of full-time work.
** Complex is defined as issue(s) being intricate in nature and has broad implications for government policies or programs or that involved conflicting interests.
***Social policy is defined as policies that promote the wellbeing of the Canadian public, in fields such as health, education, Aboriginal issues, housing, or the environment. Experience with finance, human resources, and other internal business management policies is not applicable.

Knowledge of public health policy issues and priorities of the Public Health Agency of Canada.
Knowledge of public health roles and responsibilities of the provincial/territorial and federal governments as well as of community organizations.
Knowledge of policy development, planning, and decision making processes in the Government of Canada.

Abilities:

Ability to analyse, synthesize and interpret complex social policy issues.
Ability to produce social policy advice and recommendations (i.e. briefing notes, backgrounders, scans, position papers, speaking notes and presentations), for diverse audiences including senior management.
Ability to manage human and financial resources.
Ability to manage multiple priorities and work within short deadlines.
Ability to communicate effectively in writing.
Ability to communicate effectively orally.
