The Executive Director, Technical Services, is accountable for all aspects of safety, regulatory compliance and efficiency, including budgeting and planning, technical and regulatory data of the engineering, maintenance, logistic support, and associated maintenance contracts for the aircraft of the Department of Transport (TC), Department of Fisheries and Oceans/Canadian Coast Guard, the Department of National Defense, 412 Squadron Administrative Flight Service and Utility Flight Service, DND Griffon helicopters and Ottawa Regional Police aircraft.
As Executive Director, Technical Services, you would be supervising a contingent of 181 employees located in Ottawa and regional bases. You would also be responsible for a budget of $27 million and you would oversee an inventory valued at $111 million.
Transport Canada provides many important services that ensure Canada's large fleet of civil aircraft conforms to national and international standards.
Located next to the Ottawa Macdonald-Cartier International Airport, the Aircraft Services Directorate responsibilities relate to the provision of aviation services in support of Transport Canada operations, as well as those of other federal departments and agencies.
Anticipating the retirement of the current incumbent, management wishes to to hire a replacement as quickly as possible to ensure the transfer of skills and thus to facilitate the transition.
A pool of qualified candidates will also be created to staff similar positions within Transport Canada.

OCCUPATIONAL CERTIFICATION
Hold or have held a Canadian Aircraft Maintenance Engineer license or similar qualification, such as an Aerospace Engineer Qualification with the Canadian Armed Forces.
EXPERIENCE
Experience in the maintenance or modification of airplanes and/or helicopters.
Experience directing the development and refinement of policies and directives related to aircraft servicing, maintenance and modification.
At least 6 years of recent* experience directing the delivery of aircraft maintenance services to an Air Operator or equivalent including the ancillary aspects of maintenance planning and quality assurance.
Experience providing engineering services to an aircraft maintenance organization, or an air operator or equivalent.
Experience directing a geographically dispersed organization.
Experience managing human and financial resources.
*Experience will be considered recent if at least 6 months of that experience was acquired in the last 2 years.

Knowledge of the relevant legislation and policies governing the safe and effective maintenance of aircraft under CARs 702, 703, and 704.
Knowledge of the maintenance and overhaul programs associated with aircraft operated under CARs 702, 703, and 704.
Knowledge of Safety Management Systems (SMS).
