Duties

Under the supervision of more senior project management personnel, assists in the implementation of minor value non-complex technical construction projects so as to satisfy time, cost, scope and quality requirements consistent with departmental commitments to client departments.

Analyzes client needs for services within a specific technical discipline, reviews plans and specifications and develops work plans for the implementation of minor value non-complex construction projects delivered via contract arrangements.

Participates in the preparation of contract specifications and documentation for construction stages to assist in the acquisition of services for assigned minor value non-complex technical construction projects and participates in the development and the preparation of contract documents in accordance with established departmental standards and practice.

Assists in quality assurance and reviews during the construction phase of service delivery to ensure all objectives of time, costs and quality are being met and satisfy client requirements by reviewing contract documents and project related documents and the work of contractors with respect to adherence to project specifications and terms of reference, and ensures compliance with construction principles, policy requirements and contract regulations.

Coordinates the collection and compilation of statistics, analyses data and information extracted from a wide variety of sources; manipulates and consolidates complex findings into comprehensive analyses and reports on forecasts, project budgets, and project activities and performance.

Assists in the preparation of technical project related documentation, correspondence, presentations, submissions, responses to ATIP requests, memoranda, reports, implementation plans, cost estimates, specifications, etc. for the construction of minor value non-complex technical construction real property projects for client departments.

Conducts on site investigations and surveys to determine the most effective and economical means of carrying out the work on minor non-complex technical construction projects and prepares reports with recommendations; develops detailed cost estimates for specific projects to be used for project planning and for the development of tenders and approval of contracts and other funding and approval documents.

Incorporates health and safety guidelines, processes and procedures in work processes and products; observing health and safety guidelines, processes and procedures in work activities and the work site.

Intent of the process

The intent of this appointment process is to establish a fully assessed pool of qualified candidates. The immediate use of the pool will be to staff one (1) position in Toronto. However, the results of this process may be used to staff similar or identical positions for future vacancies of various tenures at Public Services and Procurement Canada in the Ontario Region.

Successful completion of a post-secondary education in a real property building/construction field such as architectural, engineering, electrical, mechanical, plumbing OR an acceptable combination* of education and/or training and/or experience.

*Acceptable combination is defined as a secondary school diploma from a recognized educational institution and/or training (academic or vocational courses) related to the position and/or four (4) years of continuous experience related to the position.

Degree equivalency

Experience
1. Experience in the coordination of architectural OR engineering construction projects.
