Duties

The Regional Director, Civil Aviation is accountable, within the region, for the safety regulation; for program management; for the surveillance / evaluation of aviation transportation system safety; for the conduct of aviation safety promotional activities; for the oversight of all Civil Aviation Secretariat activities; and for the management of all HR, financial management, administrative and Occupational Safety and Health (OSH) services to support the Civil Aviation Division of the Region.

Work environment

The Civil Aviation Directorate, also known as Transport Canada Civil Aviation (TCCA), promotes the safety of the national air transportation system through its regulatory framework and oversight activities.

We are responsible for advancing the safety of all aspects of civil aviation in Canada.

As part of the regulatory framework, we develop policies, guidelines, regulations, standards and educational materials to advance civil aviation safety in Canada.

As part of our oversight activities, we verify that the aviation industry complies with the regulatory framework through certifications, assessments, validations, inspections and enforcement.

Intent of the process

There is an immediate need to staff the position of Regional Director, Civil Aviation at our Dorval regional office.

A pool of qualified candidates will also be created to staff similar positions within Transport Canada.

EDUCATION:
Degree from a recognized postsecondary institution or an acceptable combination of education and training and/or experience.

Degree equivalency

EXPERIENCE

Experience in managing operations in a complex, decentralized organization.

Extensive *experience in dealing with politically sensitive issues and in providing written and/or oral advice to senior management (Senior Director, Regional Director General and above or equivalent).

Extensive* experience in consulting, negotiating and working with any level of government, industry and interest groups.

Experience in managing programs related to Safety and/or Security.

Extensive* experience in managing human and financial resources**.

*Extensive experience is defined as experience associated with having performed a broad range of related activities, which could normally be acquired over a period of approximately 3 years.
**For human resources management, applicants must clearly demonstrate that they have supervised staff, assigned work, managed and assessed performance, implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly. For financial resource management, this experience is defined as responsible for financial planning or forecasting or reporting. Applicants must also indicate the size of the budget they managed directly.

ASSET QUALIFICATIONS:

EDUCATION
Graduation with a degree from a recognized university in a field related to the duties of the position.

Formal training/education in risk management, project management, public administration or strategic planning.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
Hold or have held one of the following licences:
• Aircraft Maintenance Engineer (AME) licence;
• Airline Transport Pilot Licence – aeroplane;
• Commercial Pilot Licence – Helicopter;
• Air Traffic Controller Licence.
• Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

EXPERIENCE:
Experience preparing strategic or decision-making documents for senior management.

Experience in managing the planning, development and implementation of risk-based frameworks and supporting management systems.

Experience in managing programs related to civil aviation
