As a representative of Indigenous and Northern Affairs Canada, the Senior Officer, Funding Arrangements, liaises with First Nations and other organizations. He provides administrative and financial advice to external and internal clients concerning the funding of the Department's programs and services. The officer coordinates the implementation of the funding agreements and ensures their monitoring (including compliance with the terms and conditions). In addition, he ensures the proper application of the Department's policies and directives related to transfer payments (for example, Funding Agreement Management Policy, Default Prevention and Management Policy, Reporting Management Directive).

This is an anticipatory selection process. The intent of this process is to create a pool of partially or fully qualified candidates that could be used to staff positions at the Québec Regional Office of Indigenous and Northern Affairs Canada (INAC).
The pool could be used to staff similar or identical positions at the Quebec Regional Office. Linguistic profile requirements as well as tenures (term or indeterminate) and security clearance may vary according to the position being staffed.
The pool could be used to offer acting appointments, assignments, secondments or deployments under exceptional circumstances in order to protect employees’ indeterminate status.

EDUCATION
• Graduation with a degree* from a recognized post-secondary institution.
* Baccalaureate or higher level degree (master's degree or doctorate).
EXPERIENCE
• Significant experience* in coordinating or managing complex programs or projects.
• Experience in developing and maintaining relationships with internal or external partners or clients.
• Significant experience* in providing strategic advice and recommendations to management.
* Significant experience is defined as the depth and breadth of experience normally associated with full-time continuous performance of duties for a minimum period of two years.
ASSET QUALIFICATIONS
PROFESSIONAL CERTIFICATION
• Hold a Chartered Professional Accountant (CPA) designation.
EXPERIENCE
• Experience in analysing complex financial statements.
• Experience in developing and implementing financial or administrative remedial measures for businesses or organizations.
• Experience working with First Nations.
