Intent of the process

The immediate need is to staff a permanent position. A qualified group of candidates may be identified and may be used to staff future vacancies (including similar positions, on a temporary or permanent basis, on a casual basis, at full or part time hours) in the Yukon.

Education:
Successful completion of secondary school according to provincial/territorial standards or an acceptable combination of education, training or experience

Degree equivalency

Experience:
1.Recent and significant* experience in leading strategic analysis of business planning activities and client relations
2.Experience in serving as a subject matter expert and advising senior management on business planning files
3.Experience in leading Continuous Quality Improvement initiatives of business processes.
4.Experience in providing strategic advice and recommendations to senior management on complex** issues in areas of management
5.Experience in the research, analysis and development of business strategies related to operations and administration
6.Experience in applying legislative and policy framework governing inter-government contract management
7.Experience in preparing or managing the preparation and delivery of comprehensive documents such as: statistical surveys, qualitative and quantitative studies, research reports, position papers, letters, strategic plans and planning documents and evaluation reports, briefing notes and presentations to senior management and clients
8.Experience in the use of spreadsheet, presentation, and word processing software

*“Recent and significant” refers to the depth and breadth of experience normally attained through performance of duties over approximately three (3) cumulative years within approximately the last five (5) years.

**Complex issues are issues with at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the public service, or having a potential for significant impact to the strategic business plan. Applicants must clearly explain in their examples the complexity of the business planning and management matters

2.Working knowledge of Treasury Board directives and guidelines, Access to Information and Privacy Acts, Territorial Policing Service Agreement and Community Tripartite Agreements

4.Experience working with budgets such as setting and interpreting forecasts, tracking expenditures, or explaining variances in a system or on a spreadsheet

2.Willingness and ability to travel via motor vehicle and small aircraft including travel to remote locations, fly-in only locations and various locations across Canada as necessary to perform the duties of the job.
3.Valid Driver's License or personal mobility to a degree normally associated with the possesion of a driver's license.

Candidates from outside the public service will be responsible for all travel costs associated with this selection process.
The successful applicant will have to obtain, as a minimum, an RCMP Reliability Status. In some cases/positions, a Top Secret Security Clearance may also be required. The process also requires a Security/Reliability Interview, a field investigation in matters of Criminal Activities, credit/finances, education, employment, references, etc.

You MUST clearly demonstrate in writing how you meet the Essential Education, and Experience requirements. Provide examples and describe the work/duties you have performed. Failure to do so may result in your application not being considered further during the screening process.

If you do not fully complete the screening questions as instructed, you may be screened out. It is not acceptable to put “see resume” in the space provided to answer the questions.

Any or all of the asset qualifications, operational requirements, and organizational needs may be used for the screening of applications. Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Practical and/or standardized tests may be administered for screening and/or assessment purposes.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.
