As a central agency, the Treasury Board Secretariat (TBS) supports the Treasury Board’s role as the employer of the public service. Within TBS, the Pension and Benefits Sector develops policy, manages funding, design, and many aspects of administration and governance of the public service pension plan and group insurance benefit plans. Among the largest plans in Canada, they serve a population totalling close to 1.5 million members and oversee hundreds of billions of dollars.

Who we’re looking for:

As the ideal candidate, you are a versatile communicator with demonstrated experience in a public sector or private sector pension or group insurance benefit administration environment. You have significant experience providing communications services, as well as project management skills. You are able to synthesize information and provide advice and recommendations to management.

As a Plan Information Officer, you would be responsible for analysing the public environment and developing communications for plan members about their pension and group insurance benefit plans. Examples could include website content, annual reports and statements, booklets, newsletters and participating at public engagement activities.

Intent of the process

The initial intent of this process is to offer two indeterminate opportunities.

A pool of qualified persons resulting from this process will be created and will be used to fill similar positions with linguistic profiles (bilingual imperative BBB/BBB, bilingual imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

Education:
A secondary school diploma or an acceptable combination of education, training or experience.

Degree equivalency

Experience:
-Experience providing advice and recommendations to management;
-Significant* experience providing communications services, including information, or communications material for specific audiences such as Canadians, employees, public servants, stakeholders;
-Significant* experience in pension plan administration or group insurance benefit administration;
- Significant* experience managing projects by planning, organizing and co-ordinating activities with a variety of stakeholders, in multi-disciplinary teams;

*Significant experience means experience obtained performing these duties for a period of a minimum of two (2) years.

Knowledge:
-Knowledge of the Government of Canada Policy on Communications and Federal Identity and its related policies;

Asset Qualifications

Education:
- Graduation with a degree from a recognized post-secondary institution with a specialization from the faculty of Arts, Education, or Social Sciences
-A Pension Plan Administration Certificate (PPAC) or other pension related courses or diploma, or a Group Benefits Associate (GBA) designation or other group benefits related courses or diploma
-A degree, courses or certificate specializing in project management

Degree equivalency

Experience:
-Experience with external public consultation or public engagement;
-Experience in providing pensions or benefits services for the federal public service;
-Experience working with the Public Service Superannuation Act and its related régulations;
-Experience in doing public opinion research.

Organizational Needs:
-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;
-In support of achieving a diverse workforce, consideration may be given to candidates self-identifying as belonging to one of the following Employment Equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities, and women.
