Work environment

The Department of National Defence (DND) is one of the largest federal government employers. DND's role is to provide services and support to the Canadian Armed Forces (CAF) in their operations and missions at home and abroad. As a civilian employee, you will be an essential part of the Defence Team.

With approximately a dozen employees reporting to the position, the Engineering Officer leads within the Real Property Operations Detachment all the technical and project management aspects of the capital and maintenance programs. The unit is responsible for all building and public works construction, maintenance, and the operation of utility plants and systems typical of a CAF Wing, including runways, air traffic control, hangars and support infrastructures. Upcoming projects include a full upgrade of roads and utilities on the Wing and expansion of current infrastructures to facilitate the implementation of a new Search and Rescue Centre of Excellence.

19 Wing Comox is situated in the Comox Valley. Situated halfway up the east coast of Vancouver Island, this community of 65,000 is surrounded by the sea and mountains. Outdoor enthusiasts can enjoy alpine ski runs with ocean views, Nordic skiing in ancient forest, mountain biking in local mountains, scuba diving and sea kayaking for ocean exploration, and golfing almost year around, at one of many scenic golf courses.

Intent of the process

The intent of this process is to staff one (1) indeterminate vacancy. A pool of qualified candidates may be established and may be used to staff similar positions on an indeterminate or term basis, including casual employment and with various security requirements.

Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position

Significant and recent* experience providing advice to senior management on engineering-related issues.

Significant* experience directing a multi-disciplinary team.

Significant and recent* experience in construction project or program management through all stages of project delivery including business case analyses, risk management, financial management, design reviews, stakeholders engagement and contract management.

Experience managing multiple construction projects concurrently.

* Significant experience is defined as the depth of experience associated with the execution of a diverse range of complex activities that are normally acquired over a period of five years. This includes the extent, depth, complexity and diversity of tasks and cases and the degree of autonomy from those activities. Applicants must clearly demonstrate their roles and responsibilities relating to the experience.

* Recent means in the last five years.

Master’s degree in engineering, architecture, facility management, project management or other relevant field from a recognized post-secondary institution.

Degree equivalency

Certification in Canada as a project manager or facilities manager from a recognized organization.

Certified as a professional engineer in the province of British Columbia.

Experience applying Treasury Board policies as a program or project manager in a multi-disciplinary construction engineering environment.
Experience managing contracts within Treasury Board policies.
Experience developing and implementing energy management and conservation measures in a real property environment.
Experience directing consultant teams and construction contractors.
Experience overseeing and proving engineered construction drawings and specifications.

Knowledge of quality assurance management techniques and principles.

Conditions of employment

Secret security clearance

Willing and able to climb ladders, work from heights and enter enclosed spaces while visiting work sites.
