You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Experience

Recent and progressive senior leadership experience managing a broad range of complex activities in the field of IM/IT. (See Note 1&2)

Recent and progressive senior leadership experience in the development, implementation and on-going operation of organizational-wide projects or services related to information technology. (See Note 1)

Recent and progressive senior leadership experience in establishing strategic partnerships, working collaboratively and building consensus with multiple internal and external stakeholders on complex issues. (See Note 1 &2)

Recent and progressive senior leadership experience in providing strategic advice to senior executives pertaining to IM/IT issues. (See Note 1 &3)

Experience in managing financial resources

Experience in managing human resources

NOTES
Note 1: ‟Recent and progressive senior leadership experience” means for a period of approximately 3 years within the last (5) as well as type (range scope and complexity) of work handled related to experience criteria that would normally be acquired at an executive level or equivalent in the private sector or other equivalent levels as deemed acceptable by the selection board. Clear and specific examples must be provided by candidates in their resumes and demonstrate evidence of accountabilities and deliverables as well as how they proceeded to achieve them.

Note 2: ‟Complex ” is defined as having at least three of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the public service, or having a potential for significant media coverage.

Note 3: ‟Senior executives” is defined as Director General and above or equivalent.

Note 4: Financial and Human Resources Management is defined as recent and extensive experience, in leading human and financial resources.

- Examples of managing human resources may include managing through subordinate teams/directors a minimum of 25 full time employees: assigning work, establishing vision, directions, priorities, managing performance, developing resourcing plans, determining workforce needs and managing talent and approving training, etc. Applicants must indicate the number of staff they supervised and the duration.

- Examples of managing financial resources may include: full delegation for a multimillion dollar budget, resource management and forecasting, planning, budget allocation, resource management, tracking expenditures, reporting, etc. Applicants must indicate the size of the budget they managed directly and indirectly.

- Knowledge of key Government of Canada policies and directives affecting IM/IT service delivery, including IM/IT as well as financial, and procurement operating policies.

1. Experience as a Director in enterprise architecture in the context of enterprise-wide IM/IT.
2. Experience as a Director in managing IT Operations and complex technological multidisciplinary sections with varied scopes to numerous clients.
3. Experience as a Director in IT service and portfolio management in the context of enterprise-wide IM/IT.
4. Experience as a Director in business application development in the context of enterprise-wide IM/IT.
5. Experience as a Director working in the field of IM/IT within the Federal Public Service
6. Experience as a Director in reviewing and assessing IM/IT services to identify opportunities for enhancing efficiency, effectiveness, and innovation in collaboration with service providers, service users and other stakeholders;
7. Experience as a Director in vendor or partner relationship management;
8. Experience as a Director in managing IM/IT service delivery with external service delivery partners;
9. Experience as a Director in leading significant IM/IT sourcing (procurement) initiatives.

Note 5: ‟Experience as a Director” means for a period of approximately 2 years as well as type (range scope and complexity) of work handled related to experience criteria that would normally be acquired at an executive level or equivalents in the private sector or other equivalent levels as deemed acceptable by the selection board.

Operational Requirements
- Willingness and availability to work after hours and on week-ends.
- Willingness and availability to travel occasionally.
- Willingness to carry a personal communication device and respond after working hours and on weekends.
