The purpose of this staffing process is to staff two (2) positions in the Pacific Regions (Vancouver). A pool may be created and utilized to staff similar positions within Fisheries and Oceans across Canada with various tenures, security and language requirements.

EDUCATION:
Successful completion of two (2) years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialization relevant to the position being staffed.
*The acceptable combination is defined as having a secondary school diploma in addition to a minimum of five (5) years of experience in Information Technology (IT) and is actively in process of completing an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
It is the candidate's responsibility to obtain all required documentation as outlined in the notes below.
NOTES:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group. The candidate MUST identify on his or her application if he or she is grandfathered, as such.
2. It is a recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution. Candidates will be required to submit proof of education during the assessment phase of the staffing process.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
4. Foreign educational credentials must be assessed by a recognized credential assessment service. If the candidate has been educated outside of Canada, it is the candidate's responsibility to have his or her certificates and/or diplomas assessed against Canadian educational standards. Candidates will be required to submit proof of education during the assessment phase of the staffing process. EXPERIENCE:
Minimum of 8 years cumulative experience in the field of IM/IT.
Extensive* experience providing Application Development and Support services to clients.
Recent and Significant** experience in the analysis of stakeholder needs to document IM/IT requirements.
Recent and Significant** experience in contributing to the development of IT-related documents at the level of, but not restricted to, business cases, cost or effort estimates, project plans, project schedules, or procedures.
Experience in leading a team including assigning and coordinating the work of technical staff.
Experience in leading an IM/IT project or having been responsible for a key deliverable throughout the project or initiative.
Experience providing strategic advice and recommendations on IM/IT issues to management (CS-04 Level or equivalent or above).
- Extensive* is defined as the breadth and depth of experience associated with having performed a broad range of various, complex related activities over a period of at least 5 years.
- Recent** is defined experience within the last 5 years
- Significant** is defined as the breadth and depth of experience associated with having performed a broad range of various, complex related activities over a period of at least 3 years.

Asset Qualifications:
Applicants must demonstrate on their application that they meet the following criteria.
The following Asset Criteria may be used to select applicants for specific positions. Consequently candidates are required to clearly demonstrate on their application which of the education and experience ASSET qualifications they meet. Failure to do so may result in a candidate not being considered for positions requiring certain specific asset qualifications.
EDUCATION:
Graduation with a degree from a recognized post-secondary institution in computer science, engineering, information technology, information management, business administration or any other field related to the positions to be staffed. The following are examples:
• Information Technology Infrastructure Library (ITIL) Certification.
• Recognized project management certification such as Project Management Professional (PMP) or PRINCE2.
• Business Analysis certification from IIBA endorsed program.
• Open Group Architecture Framework (TOGAF) Certification.
• Certification in organization change management such as PROSCI or APMG.
• Certification or a diploma in IT or Cyber Security.
EXPERIENCE:
Experience in planning, developing and managing IT projects using a formal project management methodology.
Experience in the development of statements of work or requests for proposals for professional services
Experience providing support to the management of business transformation initiatives in the Government of Canada.
Recent and Significant** experience in developing the technical design of an initiative including the analysis of stakeholder needs to document requirements
Experience in selecting, installing or configuring Commercial off the Shelf (Software) (COTS).
