Global Affairs Canada (GAC) is looking to fill several client relationship manager (CRM) and business analysis (BA) positions with dynamic individuals who have excellent communication and analytical skills and who wish to work in a fast-paced globally oriented environment.
Various positions to fill – total of 4 streams, as follows:

A Client Relationship Manager (CRM) has the client-facing role in an IM/IT Organization. The IM/IT Bureau in Global Affairs Canada is positioned to be an essential partner and catalyst to effective international program delivery, and as such, the CRM team promotes strong, creative and collaborative relationships with clients across the Department. The Client Relationship Manager in Global Affairs Canada provides strategic client services and support to Portfolio clients, engages clients in partnership to define the IM/IT direction, and represents client interests through client liaison, advocacy and technology team engagement and support for development or enhancement of new or existing IM/IT solutions. The CRM is also a liaison between the client and technology service providers, guiding the client through the business intake and prioritization process, interacting with employees at all levels of the organization, and across all business lines. The CRM contributes to operational efficiency and client satisfaction while implementing a client-focussed approach and being the voice of the client within the IM/IT organization.
The Business Analyst (BA) in Global Affairs Canada is responsible for bridging the gap between the business lines and the technical teams, in the context of IM/IT application development projects. The BA is responsible for high level scoping during the pre-project phase, as well as analysing and documenting the business requirements in the first phase of the project cycle. Following the approval of business requirements, the BA then assesses deliverables from multiple technical teams to insure that requirements are well understood and that the solution will meet the client needs. This is a key role in the project life cycle and requires the BA to work well with partners from many disciplines.
Global Affairs Canada’s primary responsibilities are promoting and protecting Canada’s interests abroad, advancing Canadian trade and investment interests; strengthening Canada’s contribution to reducing poverty and inequality, and providing Canadians travelling and living abroad with official Government of Canada information and advice on situations that may affect their safety and well-being. The Department is headquartered in Ottawa and Gatineau. It maintains a presence throughout Canada and operates an extensive international network of missions (embassies, high commissions, and consulates), honorary consulates, and other representational offices.
The spread and complexity of Canada’s representation abroad has a profound impact on the nature and scope of the Department’s Information Management/Information Technology (IM/IT) equipment and infrastructure. The design, implementation and operation of IM/IT services are hugely affected by the extent to which Canada’s employees abroad are scattered around the world and by the enormous differences encountered in diverse public infrastructures and technologies available internationally. For IM/IT there is a powerful imperative to provide an extensive and effective worldwide communications platform for all Canadian departments and provinces which maintain an international presence. This platform must be a highly reliable system, operating around the clock and around the globe to give Canada its network of always-connected individuals and offices, world-wide. The international environment in which Global Affairs Canada carries out its mandate is extremely challenging. IM/IT is deployed in settings which are geographically dispersed, structurally inconsistent, frequently hazardous, and disrupted by unexpected events both natural and man-made.
This selection process will be used to fill positions on an indeterminate or determinate basis. Public Service employees are also encouraged to submit their application in order to be considered for an indeterminate appointment, deployment, assignment, secondment or acting appointment. A pool of qualified candidates may be established and may be used to staff similar positions within Global Affairs Canada.

EDUCATION – COMMON TO ALL STREAMS:
EC1 - Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another speciality relevant to the position to be staffed.
Notes:
1.Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2.It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3.At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPERIENCE - COMMON TO ALL STREAMS:
EX1 - Experience in establishing and maintaining effective working relationships and partnerships with clients and chairing meetings and/or facilitation sessions with clients;
EX2 - Experience working on issues and making recommendations OR implementing plans for their resolution;
EX3 - Experience delivering products and services using defined methodologies and best practices.
Note:
Each of the essential experiences for the CS-03 STREAMS is defined by "significant" and "complex".
Significant experience is defined as the depth and breadth of experience that would normally be acquired by a person in a position where the performance of these duties are/were the MAIN function for a period of at least 4 years within the last 8 years.
Complexity is represented by an application of two (2) or more of the following:
- a multi-platform set of technologies requiring integration;
- a multi-tier diverse set of technologies requiring integration;
- a distributed and large user base;
- requirements for high reliability and availability;
- Business or Government mission critical application;
- Involving multidisciplinary teams.
