Duties

As the Portfolio or Client Accommodation Managers you gain valuable experience in supporting Canadian international objectives and programs through the effective stewardship and coordination of the real property programs abroad. You will lead property program activity, validate issues, coordinate and track projects, and liaise with outside agencies. You will build international contacts and get to work in a dynamic real property shop.

As the Realty Manager you gain experience at providing property investment analysis services. You will plan, develop and run the property investment strategies for projects. This will also mean you will be assessing multi-year budget implications, and ensuring cost effective program management while striving to ensure continuing service quality improvement.

The International Platform Branch within Global Affairs Canada governs and delivers resources, infrastructure, and common services enabling the delivery of the Government of Canada’s programs in 179 missions located in 106 countries. Real property is handled by two bureaux, the Stewardship and Planning Bureau and the Project Delivery and Professional and Technical Services Bureau. The real property portfolio comprises over 1 million square metres of office and residential space, representing over 2,400 property holdings, including many properties of high value and historic significance.

The Portfolio Management, Client Engagement and Investment Advisory Division :
• we plan and perform management of embassy and chancery offices, official residences and staff housing.
• we prepare global and regional strategies and identify priority initiatives for consultation with clients and partners for advancement to project approval.
• we plan for Government of Canada program delivery abroad, involving 7,700 employees from DFATD and 34 other federal Departments, Agencies, several Provinces, as well as co-location with allied countries.
• through our investment advisory services we prepare business solutions for minor and major capital investments.
• we are responsible for program and project approvals submissions, workplace 2.0 office standard policy and implementation, purchases and strategic disposals, office relocations and colocation arrangements with allied foreign governments.

Intent of the process

A pool of qualified candidates will be created to fill identical or similar positions in the Public Service of Canada for various tenures (ex. indeterminate, specified period, acting) and various language requirements such as Bilingual Imperative BBB/BBB, CBC/CBC, English or French and English essential.

For all streams:

Successful completion of two years of a post-secondary program with specialization related to the duties of the position (e.g. business or public administration, urban planning, economics, real estate, architecture or engineering, interior design)

If you can demonstrate in the screening questions that you have the following experiences, we want you to apply to our process.

Degree equivalency

- Significant* experience in providing advice and recommendations to management or clients on real property issues.
- Experience in leading a project team or providing functional expertise (such as investments, transactions, cost benefit analyst, net/present value calculations, space planning, costing, architecture, engineering, etc) to develop business cases for complex* real property matters.
- Experience in assessing and managing real property.
*Significant refers to the depth and breadth of experience normally acquired over a period of at least 5 years.
*Complex means $2,000,000 or greater in value with a variety of challenges and considerations.

Various language requirements
The positions to be staffed immediately require the following language requirements: Bilingual Imperative BBB/BBB and English essential profile. In the future, positions requiring various language requirement(s) and/or profiles (CBC/CBC bilingual imperative or English or French essential) may be staffed from the pool of qualified candidates.

A licence, accreditation, or certification in a field related to real property.

For the Realty Manager Position only: you need to demonstrate that you also have experience in negotiating, preparing or reviewing, acquisition or disposal document (leases, licenses or purchase and sale agreements).
