Duties

TASKS :

The Regional Facilities Management Officer is responsible for providing quality service to clients in the areas of real property management, procurement and corporate security.

• Plan, organize, program occupational instruments and lease agreements to establish a network of real property and facility management that meet users’ requirements.
• Identify and define user requirements, do cost analysis, participate in the preparation of financial requirements, develop planning work schedule and activities, keep track of budgets for projects and activities, and ensure control and quality of services.
• Act as a regional specialist in real property and facilities management: advise and support management in its choices and priorities; Representing the ministry and the region on departmental housing committees and national committees; Liaise with representatives of Public Works and Government Services Canada, service contractors including architects, managers, contractors and various internal stakeholders; Develop and maintain links with users in terms of information and service levels.
• Represent the employer-investor in the management of major and minor investments projects, operation and maintenance of the real property network, and negotiate agreements on the work to be carried out within the Fit-up framework.
• Write reports, develop presentations, elaborate justifications, consolidations, and provide information to headquarters regarding multiple redevelopment plans for the entire region; Participate in the preparation and development of the Facility Renewal Plan (FRP), and the Long-Term Investment Plan (LTIP).

EDUCATION
• Secondary school diploma or an acceptable combination of education, training and/or experience related to the position.

Degree equivalency

EXPERIENCE
• significant* experience in the delivery of property and facility management services to various clients(related to temperature, lighting, cleaning and elevators);
• experience in providing advice pertaining budgets, procurement, disposition;
• experience in providing business consulting, pertaining procedures with property and facility management;
• significant* experience in project management of real property or building maintenance or construction.

*Significant is defined as the scope and extent of experience or knowledge acquired by performing duties for approximately one (1) year in the past 5 years.
