Intent of the process

A pool of candidates will be created and may be used to staff permanent or temporary positions with Fisheries and Oceans Canada.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

Streams 1 and 2
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.

Candidates must always have a degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

Streams 1 and 2:
- Experience developing, analyzing and interpreting qualitative and quantitative information and socio-economic policies and recommendations.
* For purpose of clarity, qualitative and quantitative information developed, analyzed and interpreted requires the application of a comprehensive knowledge of economics, sociology or statistics.

Stream 1 only:
- Experience preparing, developing and presenting written and oral reports or summaries.
- Experience providing advice, recommendations and support to managers or senior executives.

Stream 2 only:
- Experience developing and maintaining working relationships with external clients, stakeholders or interest groups.
- Experience drafting documents such as reports, procedures, protocols or discussion papers.

EDUCATION:

Stream 1 only:
- Master's degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics

Degree equivalency

EXPERIENCE:

Stream 1:
- Experience consulting internal and/or external stakeholders such as federal, provincial or territorial departments and agencies and non-governmental partners.
- Experience conducting economic analysis related to natural resources or resource management.

Stream 2:
- Experience working with fishing industry clients.
- Experience using catch and effort data.
- Experience maintaining administration and other statistical data tables in a computer system using a relational database.

KNOWLEDGE:

Streams 1 and 2:
- Knowledge of the fishing industry in the Gulf Region, such as commercial, recreational and Aboriginal fisheries.
- Knowledge of the mandate, vision and priorities of Fisheries and Oceans Canada.

Stream 1 only:
- Knowledge of quantitative and qualitative assessment methods.
- Knowledge of the approaches and steps of socio-economic analysis.

Stream 2 only:
- Knowledge of statistical methods.

ABILITIES AND SKILLS:

Streams 1 and 2:
- Ability to communicate effectively orally.
- Ability to communicate effectively in writing.
- Ability to self-manage workload, set priorities, work under pressure and meet deadlines.

Stream 1 only:
- Ability to analyze complex problems and develop strategic advice
- Ability to analyze and assess socio-economic data.

Stream 2 only:
- Ability to perform statistical analysis using MS Excel.
- Ability to generate and manipulate pivot tables using MS Excel.
