Duties

The duties of a Supply Specialist (PG-04) are as follows:
-Preparing standing offer documents.
-Posting standing offers on buyandsell.gc.ca.
-Evaluating bids and/or negotiating contracts.
-Awarding contracts.
-Managing contracts.

To do this, the specialist must collect information or assimilate data from various sources and analyse the possible impact on purchases before making decisions.

They must consult clients on a regular basis to anticipate and analyse evolving requirements, develop strategies and options to meet objectives and provide advice on specific projects.

Intent of the process

The immediate need is to staff one (1) indeterminate position in Montréal and one (1) indeterminate position in Québec City.

A pool of partially qualified candidates will be created through this process to staff identical or similar positions within the Québec Region of Public Services and Procurement Canada with various language requirements (French Essential and Bilingual Imperative BBB/BBB) and various security requirements (reliability, confidential, secret). These positions may be of varying duration.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Successful completion of a college degree in a field related to the position, or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
The person must have recent* and significant** work experience in at least five (5) of the seven (7) following areas:

1- Experience providing advice and support to clients on issues related to procurement.
2- Experience developing and implementing complex procurement strategies.
3- Experience preparing approval documents related to procurement.
4- Experience preparing solicitation documents for goods, services or construction.
5- Experience evaluating bids.
6- Experience awarding contracts or implementing procurement measures (e.g. standing offers, list of pre-competed prices).
7- Experience negotiating or managing contracts.

*Recent experience is defined as experience acquired within the last six (6) years.
**Significant experience will be assessed based on the depth, breadth and diversity of the work performed and the level of autonomy demonstrated. Significant experience is normally acquired over a period of approximately two (2) years.

EDUCATION
Bachelor’s degree with a specialization in logistics, procurement, operational management, project management, law, engineering or any other bachelor’s degree in a field related to the position.

Degree equivalency

EXPERIENCE
Experience using current workplace technology in support of procurement, including advanced features of Microsoft Office or Visual Basic (e.g. advanced Excel pivot table).

Experience procuring or contracting in specific areas, such as commercial, marine or military products or services; professional services; construction, architecture and engineering services or research and development.

Conditions of employment

Reliability Status security clearance - Please note that some positions require various levels of security clearance up to SECRET. This factor is not used at the pre-selection stage.
