Duties

As a Senior Evaluation Analyst, you will work with a team of professionals to initiate, plan, manage, coordinate and implement concurrent and complex evaluations in accordance with TBS Policy on Results suite and senior management needs.

Specifically, you will:

• Lead and supervise multidisciplinary teams comprised of internal and external (other government departments, consultants) evaluators, using sound principles of project management. When work with consultants is required, you’ll initiate and manage the contracting and procurement process.

• Develop methodologies to research and analyze ACOA policies, programs and initiatives. Manage the application of analytical tools, including statistical and other quantitative analysis, as well as qualitative analysis.

• Review and provide timely and quality feedback to ACOA’s performance measurement function and program managers on the validity, reliability and utility of performance indicators in departmental and Parliamentary reports.

• Develop client and stakeholder relationships. Establish evaluation governance committees and working groups, and represent ACOA at meetings, on committees and on working groups.

Intent of the process

Anticipatory staffing: A pool of candidates will be established to staff similar positions with various tenures (indeterminate, determinate) within ACOA.

As Senior Evaluation Advisors at ACOA work in a virtual environment, potential employees may work from one of the cities listed in this poster depending on the position to be staffed.

Once candidates are placed into the pool, we may appoint candidates to positions by applying one or more of the following criteria:

• other asset qualifications that are needed,
• breadth, depth, type of specific work experience,
• individual experience or qualifications in relation to the strengths and/or weaknesses of the work team, and/or
• individual experience or qualifications in relation to the specific duties of the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics. The specialization may be acquired through an acceptable combination of education, training or work experience.

Degree equivalency

EXPERIENCE:
• Extensive* experience in planning, designing and conducting program evaluations
• Extensive* experience in specialized qualitative evaluation or research techniques with respect to information collection, analysis and interpretation
• Extensive* experience in specialized quantitative evaluation or research techniques with respect to data collection, analysis and interpretation
• Extensive* experience in providing advice and formulating recommendations to senior management, and preparing briefing materials, reports and planning documents
• Significant** experience in project management

*« Extensive » is defined as the depth and breadth of your engagement in the performance of these duties for a period normally associated with approximately five years (5) of experience.
**« Significant » is defined as the depth and breadth of your engagement in the performance of these duties for a period normally associated with approximately two years (2) of experience.

EDUCATION:
• A Masters or PhD degree in one of the specialization areas
• A diploma or certificate in evaluation
• The Canadian Evaluation Society Credentialed Evaluator (CE) designation

Degree equivalency

EXPERIENCE:
• Experience in performance measurement
• Experience in evaluating or delivering regional economic development policies or programs
• Experience in leading evaluations or evaluation teams
• Experience in conducting economic impact analysis
• Experience in conducting qualitative coding and/or quantitative statistical analysis using specialized software
• Experience in managing human resources and/or financial resources
