Duties

The Maintenance and Development Analyst assists with the regular activities related to the Pay processing via the Phoenix Pay System applications and other systems involved in pay processing such as the Central Index, RCMP Pay system and others. He/She provides subject-matter expertise to ensure that requirements and related documents effectively represent business needs throughout the entire incident and change management process. He/she assists in integration and acceptance testing, participate in the implementation, support the development of training and implementation material, and provides post-implementation support.

Intent of the process

The immediate need is to staff 16 positions on an indeterminate basis at Bilingual BBB/BBB Level in Gatineau (National Capital Region). A pool of qualified candidates will be established from this process and may be used to staff similar positions at Public Services and Procurement Canada, with varying tenures (such as indeterminate, specified period, acting, Deployment) and various language requirements (such as bilingual imperative BBB/BBB, English Essential) according to the position to be staffed.

EDUCATION:
A secondary school diploma or an acceptable combination of education, training, and/or experience.

Degree equivalency

EXPERIENCE:

Ex1. Experience in working with a Human Resources Management System and/or a Pay management system.
Ex2. Experience in developing documents for business functionality and/or system requirement specification
Ex3. Experience in providing advice and guidance to various stakeholders on pay system and/or Human Resources Management system (HRMS).
Ex4. Experience in developing and executing test scenarios, case and scripts and documenting the results.

KNOWLEDGE:

K1. Knowledge of Human resources disciplines as it relates to a Human resources management and pay management systems.
K2. Knowledge of Business analysis practices as per the Business Analysis Body of Knowledge (BABOK)

ABILITIES:

A1. Ability to lead and/or coordinate and/or participate in projects involving multiples stakeholders.
A2. Ability to establish and maintain strong working relationships facilitating consensus building.
A3. Ability to gather and analyse business requirements and develop recommendations.
A4. Ability to communicate effectively in writing.
