Duties

Plans, organizes, and implements an auditing and inspection program of railway signal systems; participates as an expert in railway signal systems at inspections and meetings with railway companies and road authorities on existing or proposed regulations; formulates recommendations for safety improvements under the federal government grade crossing improvement fund; participates in the investigations of accidents; reviews plans and requests from railway companies and road authorities concerning railway signaling systems and crossing warning devices; provides technical information and opinions to provincial and municipal authorities and to railway employees concerning regulations and standards

Conducts follow-ups of non-conformities and safety concerns of regulations; determines actions to be taken to enforce the law in the event of willful non-compliance; issues notices and notices & orders under section 31 of the Railway Safety Act when a risk exists; prepares legal proceedings if necessary including requests for legal documents; consults federal government Crown attorneys and testifies in court as an expert in his field.

Intent of the process

There is currently a need to staff one position on an indeterminate basis. However a pool of qualified candidates will be created and may be used to staff similar or equivalent positions of various durations (term and/or indeterminate) in Dorval.

EDUCATION
Successful completion of a post-secondary program OR an acceptable combination of education, training and/or experience.

Note: Acceptable combination is defined as a secondary school diploma and three (3) years of work experience with railway signals.

Degree equivalency

EXPERIENCE
- Experience in evaluating Railway Signals* projects and applying any standards pertaining to them.
- Experience in dealing with stakeholder representatives for works related to
railway activities.
- Recent and significant experience** working with the following: railway active warning systems for railway crossings and railway wayside signal systems within a railway company or in an equivalent field position with a railway contractor.
- Experience in conducting site inspections related to Railway Signals.
- Experience performing one of the following: quality control OR quality assurance.
- Experience in writing technical reports.
- Experience in using Microsoft Office applications including Word, Excel, and Outlook.

*Railway Signals, for this job opportunity, deals with works related to railway active warning systems for railway crossings and railway wayside signal systems.

**Recent and significant experience is defined as the depth and breadth of experience associated with having performed a broad range of various, complex related activities normally acquired over a period of three (3) years; and the performance of those duties within the last year.

ASSET QUALIFICATIONS
- Successful completion of a post-secondary program in an Electrical or Electronics related discipline.

Degree equivalency

- Experience in project management principles.
- Recent and significant* experience in the design or development of Positive Train Controls.
- Experience working as a Railway Signals Supervisor.
- Experience in dealing with Transport Canada for issues related to railway grade crossings and signal systems.

OPERATIONAL REQUIREMENTS
- Ability and willingness to work overtime as required.
- Physical Environment: this position requires, on occasion, physical effort to climb railway structures, equipment or facilities on sites where the access is difficult and the terrain is rugged.

Conditions of employment

Reliability Status security clearance

- Possession of a valid provincial driver's license.
- Ability and willingness to travel at short notice for extended periods by all modes of transportation.

Other information

Please note that the lease for the Transport Canada Center (CTC) located at 800, René-Lévesque West in Montreal expires on May 31, 2017. After this date, the workplace will be the Dorval Regional office, located at 700, Place Leigh Capreol in Dorval.
