Intent of the process

A pool of qualified candidates may be established to staff similar positions with various language requirements (English essential, Bilingual imperative BBB/BBB) and various tenures within Innovation, Science and Economic Development Canada and the public service (indeterminate, term, deployment, acting, secondment or assignment).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in accounting, finance, business or public administration, economics, commerce or some other specialty relevant to the position or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience
-Recent* and significant** experience in the participation of at least two phases of internal audit engagements (planning, conduct or reporting).
-Recent* and significant** experience in contributing to the writing of internal audit documents in at least three (3) of the following: terms of reference, audit engagement plan, audit program, risk assessment, audit findings sheet or audit report.
-Recent* and Significant** experience in developing effective working relationships with internal and/or external stakeholders.

*“Recent experience” is defined as within the last 5 years.
** “Significant experience” is defined as depth and breadth of experience normally acquired over a period of 2 or more consecutive years.

Knowledge:
-Knowledge of Innovation, Science and Economic Development Canada’s mandate and key priorities.
-Knowledge of Treasury Board of Canada Internal Audit Policy, Directive and Standards.
-Knowledge of internal audit concepts and techniques.

Asset Education:
Master’s degree from a recognized post-secondary institution with acceptable specialization in accounting, finance, business or public administration, economics, commerce or some other specialty relevant to the duties of the position.

Degree equivalency

Occupational Certification:
Certified Internal Auditor (CIA) or a recognized professional accounting designation (i.e., CPA-CA, CPA-CMA, CGAP, CISA or CPA-CGA) or Certified Fraud Examiner.

Asset Experience:
-Recent* and significant** experience in using audit working paper software such as TeamMate.
-Experience in participating in the development of risk-based audit plans.
-Experience in using ACL and/or IDEAL software.

** “Significant experience” is defined as depth and breadth of experience normally acquired over a period of 2 or more consecutive years.

Operational Requirements:
Willingness and ability to work overtime on short notice.
Willingness and ability to travel on occasion.
