Important messages

You MUST provide a cover letter. In this document, you must clearly indicate to which STREAM(S) your are applying for and provide concrete and detailed examples to clearly demonstrate how you meet the education and experience requirements listed in the essential qualifications section. The screening board cannot make any assumptions about your experience. It is not sufficient to simply state that the qualification is "met" or to provide a list of current or past responsibilities. Rather you must clearly demonstrate HOW, WHEN and WHERE the qualification was met through substantiation by examples. Use the wording of each experience criterion as a header and then write one or two paragraphs demonstrating how you meet these. You must also clearly indicate the time period for experience claimed (From Month/Year - To Month/Year), and the duration (number of months and years).

Résumés will not be used as a secondary source to validate the experience described in the cover letter. THEREFORE, FAILURE TO CLEARLY DEMONSTRATE IN YOUR COVER LETTER HOW YOU MEET EACH FACTOR OF THE SCREENING CRITERIA FOR ALL ESSENTIAL QUALIFICATIONS WILL RESULT IN THE REJECTION OF YOUR APPLICATION. APPLICANTS WILL NOT BE SOLICITED FOR INCOMPLETE OR MISSING INFORMATION.

Candidates must meet all of the essential qualifications to be appointed to a position.

The Asset Qualifications contained in the Statement of Merit Criteria may be used as a screening/assessment tool. A candidate may be appointed to a position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Intent of the process

The immediate need is to staff CR-04 and PM-01 positions on a determinate basis until March 30, 2018, with the possibility of extensions. These positions have been identified as part of a sunset-funded program. This means that periods of employment in these positions will not count in the calculation of the total amount of time required for indeterminate status pursuant to the Treasury Board Secretariat Term Employment Policy. Candidates at level may be considered first. A pool of partially or fully qualified candidates may be established through this process to staff similar or identical positions within the Department of Indigenous and Northern Affairs Canada (INAC) in Winnipeg (Manitoba), with various determinate tenures (specified period, acting, assignment, secondment), various linguistic profiles (English essential, Bilingual Imperative BBB/BBB) and/or security clearance requirements (reliability or secret), which may vary according to the position being staffed.
