Intent of the process

A pool of (fully or partially) qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada with various tenures (determinate period or indeterminate), various language requirements (English Essential, French Essential, English or French Essential and Bilingual) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.)), various security requirements, various conditions of employment and for various locations.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized university with acceptable specialization in engineering, chemistry, or some other specialty related to the position.

Degree equivalency

Recent* and significant** experience in manufacture, handling and/or use of explosives and pyrotechnics and/or disposal of explosives and pyrotechnics.

Experience in the development/formulation and/or application of explosives regulations.

Experience in managing a multi-disciplinary team engaged in scientific and/or technical and/or regulatory work in an explosives environment.

Experience in providing authoritative scientific advice, technical analysis, and recommendations related to the explosives industry.

*Recent experience is defined as within the last 5 years.

** Significant experience is defined as having worked within the field for a minimum of 2 years.

Experience working in the explosives industry including experience with one or more of the following: research and development, quality control and quality assurance, maintenance and engineering.

Experience in consulting with multiple stakeholders.

Knowledge of the Explosives Act and Regulations.
Knowledge of the Government of Canada priorities with respect to explosives.
Knowledge of the explosives industry, including manufacture, storage, handling, use and transport of explosives.
Knowledge of explosives licensing, compliance and enforcement standards and practices.
Knowledge of principles for safe handling of explosives.

Ability to plan, manage and conduct an explosives and compliance program.
Ability to develop performance measurement systems.
Ability to communicate effectively orally with a variety of audiences.
Ability to communicate effectively in writing with a variety of audiences.
Ability to set priorities when faced with competing requirements.
Ability to lead and motivate a team.

Conditions of employment

Secret security clearance

Must have a valid driver's license;
Must be willing to travel within Canada at regular intervals, and internationally.
