As Senior Program Compliance Officer, your role will be to manage and implement complex independent reviews, audits and evaluations projects of First Nations' program management on behalf of the department, in accordance with departmental and regional priorities and risks associated with accounting, financial and governance practices.
You will be required to prepare audit reports for First Nations' Program Officers and Department Program Administrators reporting on findings, evidence and review conclusions. You will be responsible for making recommendations, guiding and advising senior management on solutions to complex problems and challenges to improve the management of First Nation programs on behalf of the department, and explain the results to clients and First Nations.
This will involve conducting / coordinating audits and management control projects, identifying and validating audit criteria, techniques and methodologies. You will need to develop and implement a work plan to conduct interviews and conduct on-site reviews for information gathering and / or validation purposes.

This is an anticipatory selection process. The intent of this process is to create a pool of partially or fully qualified candidates that could be used to staff positions at the Québec Regional Office of Indigenous and Northern Affairs Canada (INAC).
The pool could be used to staff similar or identical positions at INAC with various linguistic profiles as well as tenures and/or security clearance, which may vary according to the position being staffed.

EDUCATION:
• Diploma* from a recognized post-secondary institution with an acceptable specialization in business administration or in any other field related to the duties of the position.
*Diploma refers to a bachelor's degree or higher education.
EXPERIENCE:
• Significant experience*** in the planning and delivery of compliance reviews or audits.
• Significant experience*** in drafting reports and presenting the resulting findings and recommendations.
• Significant experience*** in analyzing financial documents and accounting records.
*** “Significant experience” means experience whose breadth and extent normally correspond to the performance of a wide range of activities related to the position’s functions—experience normally acquired over a period of at least two consecutive years.
ASSET QUALIFICATIONS
EDUCATION:
• Possess, or be in the process* of acquiring a professional accounting designation (CPA).
* “In the process of” means evidence that the candidate has, at this time, taken significant steps toward obtaining one of these designations.
EXPERIENCE:
• Work experience in Aboriginal communities.
• Experience in the presentation and / or development of training materials.

• Knowledge of practices pertaining to interviews and the identification of relevant elements as part of an audit or compliance review.
