The Department of National Defence (DND) is one of the largest federal government departments and is part of the Public Service of Canada. There are over 20,000 civilians (non-military) who work at the DND. We employ civilians in over 40 locations across Canada as well as abroad.
In 2016, Defence Team members in the National Capital Region (NCR) began relocating to the new National Defence Headquarters - Carling Campus in Ottawa’s west end. The Campus is a great new home with many benefits, from a beautiful setting and buildings designed to make maximum use of natural elements, to a full range of facilities, services and retail outlets. The design features of the Campus will enhance collaboration, innovation and efficiency, making our new home an ideal place for current and future employees.
This process will be used to fill immediate requirements as well as being anticipatory for future approved growth. The intent is to create a pool of qualified candidates that may be used to staff similar positions with various tenures (acting, assignment, deployment, indeterminate, secondment, specified period), various language requirements and various security requirements.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. EDUCATION:
EDU1. A degree from a recognized post-secondary institution with specialization* in accounting, finance, business administration, commerce or economics;
AND experience related to positions in the Financial Management Group;
OR
A recognized professional accounting designation** or eligibility*** for a recognized professional accounting designation.
*The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. For this selection process, specialization is defined as successful completion of six (6) post-secondary courses in accounting, finance, business administration, commerce or economics.
**The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).
***Eligibility means that the candidate has met all academic and occupational requirements with respect to degrees, examinations, experience.

A pool of partially or fully qualified candidates will be established to staff similar or identical positions within National Defence but not limited to the National Capital Region with various linguistic profiles (e.g. English Essential, Bilingual Imperative BBB/BBB, CBC/CBC, CCC/CCC).

Experience:
This is an Anticipatory staffing process to fill a wide range of positions which require various types of experience.
Candidates must demonstrate how they meet the experience requirements below in their application.
Recent* and significant** experience in at least two (2) of the following areas:
E1. Experience in Financial Planning;
E2. Experience in Financial Reporting;
E3. Experience in Financial Resource Management;
E4. Experience in providing advice and/or recommendations on financial issues to stakeholders/decision makers;
E5. Experience in providing financial services related to accounting operations (i.e. financial transactions that include either accounts payables or receivables);
E6. Experience in the support of large scale financial systems (e.g. SAP, Oracle, etc.);
E7. Experience in the interpretation or development or implementation of financial policies;
E8. Experience in creating cost estimates using Costing Software (e.g. Excel, True Planning, etc.);
E9. Experience in assessing or implementing or improving internal controls.
* Recent means within the past five (5) years.
**Significant experience is defined as having the depth and breadth of experience that would be acquired over a period of two (2) years.
Knowledge:
K1. Knowledge of the Financial Administration Act (FAA) Sections 32, 33, and 34.
K2. Knowledge of the reporting cycle for Government of Canada expenditures.
K3. Knowledge Treasury Board Policy Framework for Financial Management.

AE1. Experience in working for the Department of National Defence or Canadian Armed Forces.

Some positions may require occasional travel.

An assignment, secondment, or acting appointment requires approval of your supervisor.

Foreign educational credentials must be assessed by a recognized credential
assessment service. If you have been educated outside of Canada, it is your
responsibility to have your certificates and/or diplomas assessed against
Canadian educational standards. Candidates must be prepared to submit
electronic proof of a Canadian equivalent education at the time of application.
