Duties

Key Activities:

Water Resources Engineers at all levels remain focused on data collection, analysis and timely dissemination of water resources information. The incumbent must understand the broad scope of water resources engineering, and engage in scientific and technical analysis and evaluation of issues regarding water resources including the application of existing and emerging technologies. The ENG-03 and 04 must additionally be able to work independently and plan projects, while the ENG-04 must be able to supervise staff and manage overall delivery within a program area.

Boundary and Transboundary Waters

Assist with the collection, processing, interpretation, correction, summarization and presentation of water resources data to support boundary waters issues in Canada.

Undertake naturalized flow analysis and reporting in support of agreements and commitments for GoC commitments for example, the St Mary and Milk Rivers.

Partnership engagement.

Guide and coordinate technical staff on various inter-provincial and transboundary water resource projects including the collection, and verification of real-time data used for timely resource management decisions. Coordinate the work of provincial, other federal Canadian and American departmental partners in joint projects. (ENG-04).

Work environment

The position will contribute to the delivery of the National Hydrological Services by providing water resources engineering and applied science expertise that supports the collection, interpretation and dissemination of standardized water resource data and information in Canada.

The intent of this process is to create a pool of qualified candidates to fill positions within Environment and Climate Change Canada across Canada with various tenures (indeterminate, term, deployment, acting, secondment), linguistic and security profiles according to the position being staffed.

Education :

Graduation with a degree from a recognized post-secondary institution in engineering with engineering specialty relevant to the duties of the position.

Degree equivalency

Experience* :

Experience in writing technical documents, and would include experience during academic study.

Experience in hydraulic or hydrologic data analysis, review and modelling, and would include experience during academic study.

Experience in developing and maintaining partnerships with internal or external organizations, such as, provinces, territories, aboriginal governments, other federal departments, business groups or non-governmental organizations (ENG-03 and ENG-04 only).

ENG-03 – Minimum 3-5 years’ experience
ENG-04 – More than 5 years’ **recent experience

Asset Qualifications

Education :

Graduation with a higher level degree from a recognized post-secondary institution in engineering, geophysics or engineering specialty relevant to the duties of the position.

Currently registered as a professional Engineer in Canada.

Degree equivalency

Experience :

Experience in managing human and financial resources (ENG-04).

Experience in using geographic information systems (GIS).

Experience in using MS-Office.

Knowledge :

Knowledge of computer programming for data management or water resources applications.

Knowledge of the Boundary Waters Treaty and the role of the International Joint Commission (ENG-03 and ENG-04).

Conditions of employment

Reliability Status security clearance

Condition of Employment :

Driver's license.

Requirement to travel at times for extended periods of up to two or three weeks.

Requirement to work overtime.

Requirement to work in remote locations and in extreme weather conditions.

Requirement to occasionally undertake field work that will include working in and around water, wading, working on cableways and bridges or on ice.
