Candidates that will be invited to participate at the interview stage will have to complete the interview by submitting a video through epost Connect (https://www.canadapost.ca/web/en/products/details.page?article=epost_connect_send_a). Applicants will receive instructions by email to create an epost Connect account. The interview questions will be sent through epost Connect. It is the candidates’ responsibility to make sure that they have access to a computer and other pertinent equipment in order to complete the video interview, as well as compatible software or applications that enables the use and recording of the video function. Intent of the process

A pool of partially qualified candidates may be established through this process to staff identical or similar positions with employment tenures, language requirements, security requirements, conditions of employment and work locations that will vary depending on the needs of the positions being staffed. The majority of the positions to staff are in the National Capital Region and there are limited positions to staff across Canada. Departments participating in this process include: Public Services and Procurement Canada and Department of National Defence. The pool may also be used to staff similar positions within other Federal organizations.

IMPORTANT: Other Federal organizations will have access to the pool only once the participating departments will have made their initial choice of candidates.

Education:
Successful completion of two years of a post-secondary educational program.

Degree equivalency

Experience:
Must have acquired 24 months experience during the last five (5) years in at least four (4) of the following nine (9) experience factors:
. Experience in supply chain management.
. Experience in providing advice and support on issues or activities related to procurement or supply chain management.
. Experience in developing procurement strategies.
. Experience in preparation of responses to solicitations for contracts, standing offers or supply arrangements.
. Experience in conducting bid evaluations.
. Experience in contract negotiations.
. Experience in managing contracts, standing offers or supply arrangements.
. Experience working in a multidisciplinary* project team or working group.
. Experience in providing services to clients in a fast-paced and multi-tasking environment.

*Multidisciplinary is defined as a group composed of members with varied but complementary experience, qualifications, and skills that contribute to the achievement of the organization's specific objectives.

ASSET QUALIFICATIONS:

Education:
A Bachelor's degree from a recognized university in a field relevant to the position.
An applied degree from a college with a specialization related to acquisition.

Degree equivalency

Occupational Certification:
In receipt of relevant Professional Certification (such as but not limited to: Professional Designation for the Procurement and Material Management Community offered by the Treasury Board Secretariat, Certified Federal Specialist in Procurement (CFSP), Certified Professional Purchaser (CPP), Professional Engineer (P. Eng), Supply Chain Management Professional (SCMP) designation, or Project Management Professional (PMP), completion of the required training for federal procurement functional specialists).

Experience:
. Experience in supplier engagement (for example: Request for Information, industry days, focus groups and/or supplier consultations).
. Experience in the procurement or contracting of specific goods and/or services (please provide specific details regarding all relevant categories and/or commodities for which you have experience, for example: commercial, marine, or military goods and/or services; professional services; construction services; IM/IT; and R&D; etc.).
. Experience in project management.
. Experience with e-procurement systems (for example: bidding, managing contracts, standing offers or supply arrangements that make use of an e-catalog and/or e-orders).
. Material Management or Supply chain management Experience.
. Financial Management Experience.
. Experience in using an enterprise resources planning system such as SAP.
. Experience in managing Defence or Security equipment procurements.
. Experience in procuring in-service support or repair and overhaul (R&O) services for military equipment.
