ANTICIPATORY: A pool of partially or fully qualified candidates may be established from this selection process and may be used to staff similar positions with various tenures, various linguistic profiles as well as various security clearances within the Canada Border Services Agency and Public Safety Canada.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

A degree* from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group

- OR –

Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

NOTE:
“Degree” means a baccalaureate or higher level degree.

EXPERIENCE:

ALL STREAMS:
E1: Significant* experience in the provision of advice to senior management on complex issues related to financial resource management, financial policies, financial systems, internal controls or accounting operations. (Complex refers the quantity, diversity and impact of the decision)

E2: Significant experience** in managing human resources

STREAM 1:
E3: Significant* experience in the management of the financial reporting business processes related to the production of Financial Statements and related reports

STREAM 2:
E3: Significant experience in at least one of the following;
a) Performing data extraction and reporting using SAP (BW) Business Warehouse, or
b) Performing configuration in an Enterprise Resource Planning Tool, or
c) Performing tasks relating to master data maintenance ‎review and planning

STREAM 3:
E3: Significant*experience in leading or managing one or more of the following:
a) Development, assessment and reporting effectiveness testing results of internal controls frameworks over financial reporting associated with the preparation of financial statements;
b) Planning, coordinating, conducting and reporting all phases of internal or External audits on financial matter;

STREAM 4:
E3: Significant*experience in accounting or auditing operations related to revenue or accounts receivable, such as receipts, reconciliations, monitoring or write-off of accounts receivable.

STREAM 5:
E3: Significant* experience in at least two of the following:
a) Internal Reporting
b) External Reporting
c) Financial Management Advisory
d) Costing

STREAM 6:
E3. Significant* experience in managing the account payable process that includes a significant diversity of financial transaction type.

NOTES :
* “Significant” refers to the depth, breadth and diversity of experience acquired through performing a broad range of complex activities at the team lead level or above for at least five (5) years.

** “Significant” is defined as the management of a minimum of 5 employees for a minimum of 3 continuous years. This includes workload distribution, manage personnel performance (attendance, quality of work, collegiality, etc.), completion of performance agreement of direct reports.

AE2. SAP Certification

EXPERIENCE:

AE3. Significant* experience using Microsoft Excel advanced functions (such as macros, filters, financial formulas, logical and lookup functions).

AE4. Experience using SAP software

AE5. Experience working in a large and decentralize department of the Government of Canada (Budget over $1 Billion and over 7,500 employees) .

AE6. Experience in payment allocation in a complex accounts receivable system.

AE7. Experience in the design and implementation of new business processes including organizational change management.

AE8. Experience in coordinating the preparation for the year-end financial audits with auditors.

AE9. Experience (five years in the last 10) in managing a team comprised of at least 12 employees, including activities such as labour relation, staffing, performance agreement, career development.

AE10. Experience working for** the Federal Public Service
