Work environment

The Department of National Defence is seeking new talent interested in a career in the Public Service in the field of procurement, contracting or materiel management. National Defence ranks as one of the largest federal Departments that acquires and manages equipment throughout its life cycle, from initial acquisition, support and maintenance of defence fleets, to the disposal of assets. The Department purchases a broad array of goods and services ranging from marine vessels, land vehicles, aircraft, weapons, ammunition, personal equipment for military members and supplies; all in support of the Canadian Armed Forces.

Individuals employed in these fields are typically responsible to work with clients to develop procurement and contracting documents, solicit bids from industry for goods and services, award contracts, manage budgets, forecast financial data for their clients, and/or manage inventory levels to determine future purchases, repair or disposal activities. Individuals gain knowledge and experience in the areas of government purchasing, managing public funds, safeguarding Departmental assets and develop leadership and communication skills to prepare them for future career advancement.

Intent of the process

This process will be used to create an inventory of candidates which could be used to staff
PG-02 positions with various profiles, various security profiles, and various tenures within various Federal organizations in the National Capital Region ONLY. Departments participating in this process include: Department of National Defence and Public Services and Procurement Canada. The inventory may also be used to staff similar positions within the Federal organizations.

IMPORTANT: Other Federal organizations will have access to this inventory only once the participating departments will have made their choice of candidates.

Job offers resulting from this inventory will be for either PERMANENT, SPECIFIED PERIOD (TERM) APPOINTMENTS or CASUAL EMPLOYMENT.

Successful completion of two years of a post-secondary educational program.

EXPERIENCES
Recent experience* in procurement or contract management of goods, services or construction or supply chain management.

* Recent is defined as having performed the duties for a minimum period of one year within the last five years.

Graduation with a diploma from a recognized technical institute or college in a field related to the position being filled, such as supply management, business administration, finance etc.

Occupational Certification: In receipt of relevant Professional Certification (such as but not limited to : Professional Designation for the Procurement and Material Management Community offered by the Treasury Board Secretariat, Certified Federal Specialist in Procurements (CFSP), Certified Professional Purchaser (CPP), Professional Engineer (P.Eng), Supply Chain Management Professional (SCMP), designation, or Project Management Professional (PMP), completion of the required training for federal procurement functional specialists).

Degree equivalency

Experience responding to inquiries related to procurement and in preparing information reports.

Experience reviewing procurement and/or contract documentation including statements of work, evaluation criteria and using selection methodology.

Experience in providing advice and guidance on procurement, contracting or supply chain management to clients.

Experience in using an enterprise resources planning system such as SAP.
