Candidates must submit a cover letter providing concrete examples which illustrate, how they meet the education requirement and the experience factors listed in the essential qualifications and asset (other) qualifications. The asset (other) qualifications may be used at the pre-screening stage of application.
For each essential and asset (other) criteria, please provide the following mandatory information:
1 - Name of the department or organization where the experience was acquired;
2 - Title of the position occupied and duration for which you exercised the functions;
3 - Specific details of tasks, projects or accomplishments demonstrating the experience was acquired.
4 - Write one or two paragraphs for each demonstrating how you meet each of them with concrete examples including where, when and how they were obtained. Please note that it is not sufficient to only state that the qualification is met or to provide a listing of current or past responsibilities.
Résumés will be used as a secondary source to validate the experience described in the cover letter. Failure to clearly demonstrate in your cover letter how you meet the essential and asset (other) screening criteria (education and experience) will result in the rejection of your application. Candidates are expected to be available when scheduled for their assessment. Interviews are planned to take place from late April to the end of May. Failure to attend without official authorization could lead to their candidacy not being considered further. Rescheduling will be on an exceptional basis only.

EDUCATION (applicable to all streams)
Graduation with a degree* from a recognized post-secondary institution**.
* Degree: A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard.
** Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs. It is the candidate's responsibility to demonstrate that the degree/program held has been approved by a "recognized" Canadian post-secondary institution. Failure to do so will result in the rejection of your application.
EXPERIENCE
Experience in leading change at a senior level in support of a large organization.
Extensive* experience in leading and delivering a program or developing policy proposals in an organization with an economic or regulatory mandate.
Extensive* experience in providing written and verbal strategic advice to senior management at the executive levels (such as Vice-President, Assistant Deputy Minister, CEO, COO, President, Deputy Minister, Minister) on complex** issues.
Extensive* experience in consulting, negotiating and working with stakeholders and any level of government on the development or delivery of policies, programs or regulations, nationally or internationally.
Experience in the management of human*** and financial**** resources.
*Extensive experience is defined as experience associated with having performed a broad range of related activities, normally acquired over a period of approximately three (3) years.
**Complex issues are issues with at least three (3) of the following characteristics: multi-dimensional, multi-jurisdictional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the organization or having a potential for significant media coverage.
***Human resources management: applicants must clearly demonstrate that they have managed staff, assigned work, managed and assessed performance, implemented training and staffing plans and the size of the organization they managed.
****For financial resource management, this experience is defined as responsible for financial planning, forecasting and reporting for at least two (2) complete fiscal years. Applicants must also indicate the size of the budget they managed directly.
ASSET QUALIFICATIONS

Experience in planning, developing and implementing environmental programs.
Experience in supporting Canada in international fora on trade negotiations.

Extensive* experience in consulting, negotiating and working with the private sector on program delivery or development of agreements or frameworks.
Extensive* experience in leading and delivering a decentralized national regulatory program in a large federal organization.
Extensive* experience in analyzing transportation-related issues and developing strategic responses.
Extensive* experience in delivering a safety or security related program.
EXPERIENCE (STREAM 3 - Regional Director General)
Experience in managing operations in a regional office of a large, decentralized organization.
