Intent of the process

This process will serve to create a group of qualified candidates which may be used for similar positions with various language and/or linguistic requirements and tenures.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology or another specialty relevant to the position to be staffed.

Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing position in the CS group.

It is the candidate's responsibility to obtain the appropriate documentation from the recognized educational institution. Candidates will be required to submit proof of education (i.e. degree, diploma, and/or transcripts), wherever it is required, when submitting their applications.

Experience:

1. Recent and significant experience designing, developing, maintaining, testing and documenting JEE (Java Platform Enterprise Edition) enterprise level application(s).

2. Recent and significant experience in designing, developing, maintaining, testing and documenting web-service(s) (API’s) used to integrate system(s) or service(s).

3. Recent and significant experience using HTML, CSS ( Cascading Style Sheets) and Javascript.

4. Recent and significant experience in application development or maintenance using a structured Software Development Life Cycle methodology (SDLC).

5. Recent and significant experience using source/version control software.

6. Recent and significant experience providing technical support to user groups and/or clients( ie. Troubleshoot system issues or fix data errors).

7. Recent and significant experience determining technical options and presenting recommendations to stakeholders.

8. Experience using Extensible Markup Language (XML).


Experience Qualifications Definitions

“Recent experience” is defined as experience gained within the last five (5) years.

“Experience” is defined as the depth and breadth of experience that is normally associated with approximately two (2) years or more.

“Significant experience” is defined as the depth and breadth of experience that is normally associated with approximately three (3) years or more.

“Enterprise level application” is specifically defined as an application including the following:
• Supports program(s) of national/international or significant corporate scope
• Implements complex transactions to support multi-step business processes.
• Implements an MVC (Model-View-Controller) framework (e.g. Struts1, Struts2)
• Integration of multiple applications
• Multi-tiered
• Secure
• Authenticated
• Web-based components



Knowledge

1. Knowledge of modern software application architecture and terminology

2. Knowledge of Java application development using JEE using an MVC framework

3. Knowledge of web services

4. Knowledge of SQL and database stored procedures

5. Knowledge of HTML5, CSS and Javascript

6. Knowledge of Struts 1

2. Successful completion of a Master’s degree from a recognized post-secondary institution in computer science, information technology or another specialty relevant to the position to be staffed.

Experience

1. Experience serving as a member of the Canadian Armed Forces

2. Recent experience working with the Government of Canada in an IT application development or maintenance position.

3. Recent experience developing major technical components of the Veterans Affairs Canada (VAC) application architecture, related to the Client Service Delivery (CSDN) application, web applications, or connections to external partners.

4. Recent experience developing java components for My VAC Account (MVA)

5. Recent experience developing using the Struts2

6. Recent experience developing applications for mobile platforms

7. Recent experience developing java components which integrate with GCKey and Secure Key credential providers

8. Recent experience using GitLab

9. Experience developing SAML or OAUTH-based authentication processes

10. Experience using Junit testing framework

11. Experience leading or managing IT projects
