Duties

The Data Services and Analysis Directorate develops innovative data products like interactive web visualizations, research papers, surveys and analytical reports that enable evidence-based decision-making about the public service staffing system.

Intent of the process

The intent of the process is to staff two (2) EC-05 positions on an indeterminate basis.

A pool of qualified candidates may be established and may be used to staff identical or similar positions with various linguistic profiles (bilingual imperative BBB/BBB, English essential or French essential) within the Public Service Commission (PSC). The pool may also be used by other federal organizations subject to PSC’s agreement. By applying to this process, you consent to your personal application-related information being shared with other government departments that are interested in similar positions.

The organization has implemented its Hybrid Work Model in accordance with the employer’s direction. As a result, persons working at the PSC are presently required to work from the office at least three days a week and have the option to telework the rest of the week, subject to operational requirements.

EDUCATION:
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes:
Candidates must always have a degree*. The courses for the specialization must be acceptable** and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. At the manager’s discretion, an acceptable** combination of education, training and/or experience that is comparable to the minimum education stated above, may serve as an alternative.

*Degree: Unless it is otherwise specified (e.g., Master’s degree), the term “degree” refers to a baccalaureate as established by educational authorities.
**Acceptable: Suitable for a position as determined by the manager unless otherwise regulated by the employer.

Degree equivalency

EXPERIENCES :
- Experience in manipulating and analyzing large or complex data sets using a statistical software, such as SAS, SPSS, Stata, R, Python, etc.
- Experience in collaborating with a broad range of stakeholders and senior* audiences.
* “Senior” is defined as director-level or above.
- Experience in preparing analytical reports, presentations or briefing material to address diverse audiences.
- Experience in applying various statistical methods which include one or many of the following:
• conducting survey design and analysis; and
• producing cross-tabulation tables and graphs.

ABILITIES:
- Ability to communicate effectively in writing.

ASSET QUALIFICATIONS:
Please note that asset qualifications may be invoked at any stage in the selection process.
- Experience working with public service HR data.

- Experience with Power BI/Fabric product development or administration.

- Experience with data science, machine learning, and/or Natural Language Processing techniques.

- Experience with data engineering (data warehousing, writing complex relational SQL queries, ETL pipelines, etc.)

- Experience developing web-based data visualizations.
