Duties

RCMP 9-1-1 Police Dispatchers receive and process emergency and non-emergency calls from the public, Fire Departments, BC Ambulance Service and other first responder agencies, such as Search and Rescue. Their role is to quickly prioritize, and accurately process calls to ensure police and public safety, resulting in safer communities.

An RCMP 9-1-1 Police Dispatcher has two primary roles:

• Call Taking: Answering the calls from public.
• Dispatching: Directing police officers to respond to a specific location or event.

Intent of the process

The anticipated intent/result of this process is to indeterminately staff (on a full time basis) various positions.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION:
A secondary school diploma or employer-approved alternatives (See NOTE).

NOTE: The employer approved alternatives to a secondary school diploma are:
• a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
• an acceptable* combination of education, training and/or experience.

*Acceptable is defined as suitable for a position as determined by the manager unless otherwise regulated by the employer.

Degree equivalency

EXPERIENCE:
Significant** experience as a 9-1-1 police dispatcher.

**Significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for a period of two years within the last five years.

OCCUPATIONAL TRAINING:
Successful completion of a Telecommunications Operator Training Program recognized by the Royal Canadian Mounted Police (RCMP).

OR

Successful completion of a Canadian Police Call-Taking and Dispatching Training Program***.

***Applicants hired under this process who have obtained call taking and dispatching training from other police agencies will be required to challenge the RCMP National Telecommunications Training Program. This will occur during employment.

Conditions of employment

CONDITIONS OF EMPLOYMENT:
• Security Clearance – Enhanced Reliability Status.
• Work shift work (24 hours a day, 7 days a week and 365 days a year).
• Meet and maintain the medical profile standards established for the position, and (if applicable) any additional medical requirements for isolated posts, in accordance with the National Joint Council Isolated Posts and Government Housing Directive.
• Exposure to emotionally charged clients and incidents which may be traumatic, violent and disturbing.
• Work in a confined or restrictive workspace, wear a headset and exposure to multiple computer screens and noise disturbances for extended periods of time.

Relocation benefits are available. RCMP and Public Service Employees will be relocated under the National Join Council Relocation Directive. As part of the medical profile standard, pre-placement and periodic occupational health evaluations for Public Service Employees will be administered by Health Canada or designate, in accordance with the Occupational Health Evaluation Guide (OHEG), and for Civilian Members will be administered by RCMP Health Services or designate, in accordance with RCMP Policy.

NOTE: Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc. As such, the process may take several weeks or months to complete.

To be granted RCMP security clearance and to maintain the ethical standards of the RCMP, candidates must not be, or have been, involved in certain criminal activities, have been dishonourably discharged, have pending personal bankruptcies, etc. For additional information and a complete list of activities, please visit http://www.rcmp-grc.gc.ca/en/good-character. The security requirements are the same for all employees of the RCMP.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

You must answer the question regarding which Occupational Training you possess.

Applicants hired under this process who have obtained call taking and dispatching training from other police agencies will be required to challenge the RCMP National Telecommunications Training Program. This will occur during employment.

Once established, the qualified pool will be valid for a period of 6 months and may be extended.

Practical and/or standardized tests may be administered for screening and/or assessment purposes.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

Top-down selection may apply.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.

Incorrect or fraudulent information provided by a candidate during the application or assessment process will result in elimination from the process.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.

References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.

All information obtained throughout the selection process, from time of application to close of process, may be used to evaluate candidates.
