Work environment

The Border Integrity Operations Centre (BIOC) is a one-of-a-kind environment that is unique in the RCMP. BIOC Operators are experienced dispatchers that provide specialized real-time dispatch support to Federal members in the field such as the Border Enforcement Team, Protective Services Section, Shiprider and Federal Investigative teams.

BIOC operators monitor an extensive surveillance network on the border that includes maritime radar and surveillance cameras. BIOC operators train to use these technologies and gain further experience on the job. BIOC operators require a high level of multi tasking while monitoring multiple computer screens and information sources during events that can be highly stressful.

BIOC Operators are often required to work independently or in small teams and must be comfortable working with limited supervision. A high degree of confidence and experience in a dispatch center is imperative.

Intent of the process

Anticipatory.

A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions (at full or part-time hours, including shift-work). Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Successful completion of secondary school education according to provincial/territorial standards or an acceptable combination of education, training and/or experience.

Degree equivalency

Occupational Training:
Successful completion of a Telecommunications Operator Training Program recognized by the Royal Canadian Mounted Police (RCMP).

OR

Successful completion of a Canadian Police Call-Taking and Dispatching Training Program in Canada

Note: Applicants from other police agencies (not police officers) who have experience call-taking and dispatching and who have completed a training program, will be required to pass the RCMP core training exams within the first 300 hours, to demonstrate proficiency in the RCMP National Telecommunications Training Program objectives.

Experience:
1. Significant experience as a Tactical Support Operator or a Police Dispatcher providing dispatch service and responding to requests for information from police patrols.
2. Experience operating multi-channel radio systems
3. Experience with operational systems including Computer-Aided Dispatch (CAD) and RMS to generate and maintain files on PRIME
4. Experience with using Standard Operating Procedures within an Operational Communication Centre (OCC)
5. Experience using databases such as CPIC, PRIME, RMS, PIP, NCIC and CAD.

**Significant is defined as the depth and breadth of experience normally associated with full-time performance of duties over a period of at least three (3) years.

Experience:
1. Experience using any of the following specialized software: E2MV, Track 24, Marine Radar, EGIS Mapping System, LCART, audio/video recording devices
2. Experience working with other Federal units and International Partners.
3. Experience assisting in the co-ordination of or dispatching for VIP visits
4. Experience with video surveillance monitoring/operation and determining appropriate response

Operational Requirements:
1. Work overtime to meet unpredictable and sometimes urgent operational requirements
2. Willingness and ability to work flexible hours on short notice to meet operational needs.

Conditions of employment

Condition of employment:
1. Enhanced Reliability Status with ability to obtain a Top Secret Security Clearance
2. Maintain a valid passport
3. Be legally permitted to travel to the United States of America
4. Willingness and ability to travel both domestically and internationally (e.g. for the purposes of supporting operations, attending mandatory training, or testifying in a court of law).
5. Work shift work (24 hours a day, 7 days a week and 365 days a year).
6. Exposure to emotionally charged clients and incidents, which may be traumatic, violent and disturbing and ability to view graphic material or imagery
7. Work in a confined or restrictive workspace, wear a headset and exposure to multiple computer screens and noise disturbances for extended periods.
8. Willingness and ability to testify in court
9. Possession of a valid BC Driver’s license
10. Meet and maintain the medical profile standards established for the position

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Please note that within the context of this selection process, travel costs/expenses will not be reimbursed. Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.

Incorrect or fraudulent information provided by a candidate during the application or assessment process will result in elimination from the process.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.

Those selected for assessment should be prepared to provide the names and contact information of recent references (recent is defined as within the last 2 years):

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.

References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.
