Assessment accommodation

Duties

This process will be used to staff a position for the 2026 Census of Population. The duties of the position will be:

Conducts delineation of census assignments to support Census operations for the assigned region for all collection activities such as: identifying Census boundaries; receiving, verifying, sorting and distributing collection maps to the field.

Acts as the subject matter expert within the region for geography-related issues; resolves geo-coding and boundary issues; seeks solutions to atypical problems through consultation with the National Geographer; and provides updates on the progress of delineation activities at the regional and local level.

Receives and responds to queries from managers and staff.

Responds to information requests from management for information and generates MIS Key Indicator Reports (KIR) and MIS detailed reports dealing with various Census tasks including, but not limited to, Geospatial reports, Recruiting, Pay, Non-response followup, List/Leave, Collectives and Reserves.

Analyzes MIS reports for Census Management and provides explanations and training on reporting processes as required; identifies inconsistencies and investigates and resolves problems; advises and trains management and clients on the quality, reliability, nature and availability of data; and extracts data from MIS reports and KIRs to prepare customized reports, graphs, tables, charts using spreadsheets or databases.

Organizes and coordinates collective dwelling data collection activities and builds a regional database of collective organizations (i.e. community assisted group homes, military bases and hospitals) using historical data from previous censuses and information gathered from web-based information systems; creates planning calendars, in-house reports and various types of spreadsheets for collective dwelling enumeration.

Participates in the evaluation and debriefing process of the Census operation in respect to geography and MIS and collective dwelling enumeration.

Work environment

Statistics Canada conducts the Census of Population in order to develop a statistical portrait of Canada and Canadians on one specific day. The census is designed to provide information about people and housing units in Canada by their demographic, social and economic characteristics.

The Census of Population is a reliable basis for the estimation of the population of the provinces, territories and municipal areas. The information collected is related to federal and provincial legislative measures and provides a basis for the distribution of federal transfer payments. The census also provides information about the characteristics of the population and its housing within small geographic areas and for small population groups to support planning, administration, policy development and evaluation activities of governments at all levels, as well as data users in the private sector.

Intent of the process

The intent is to staff a full-time specified period position starting in January 2025 and ending in September 2026. The pool of qualified candidates established from this process may be used to staff similar positions for the 2026 Census.

Education:

Graduation with a degree from a recognized university with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:

Experience with Geographic Information Systems (GIS) software for example GIS PRO.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Experience working with databases such as MS Access
Experience in the manipulation and analysis of data.
Experience in Statistics Canada’s geographic and spatial concepts.
Experience in delivering training or information sessions.
Previous census experience.

Some appointments of successful candidates will be made under the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order (EAO) and Regulations. Persons appointed under the EAO as a result of this process will be subject to the provisions of the Public Service Employment Act with some exceptions:
• You will not be eligible for internal appointment processes or deployments, except for acting appointments and deployments made to positions excluded by the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order (EAO).
• You will not be eligible for indeterminate status as a result of your employment in the Census program; time spent as an excluded employee will not count towards the three-year term to indeterminate conversion.
• You will be entitled to seven days' notice if you are rejected on probation.
• You will be entitled to seven days' notice when your employment ends, should your services no longer be required by reason of lack of work, the end of the census cycle or the transfer of work to other staff.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing.
