Duties

The regional position is responsible for the planning, managing and delivering a portion of Canadian Coast Guard’s regional fleet vessel maintenance and technical inspection program, including the development of RFPs, TSORs, SOWs, and the negotiation and management of various contracts.

The national position is responsible for the provision of technical support and solutions to the national fleet and providing input to technical investigations and the quality management of the Vessel Maintenance Management program.

Work environment

Marine Engineering (ME) is a branch within CCG's ITS Directorate in Headquarters and in the region that consists of a national team of marine professionals—engineers, marine engineers, technicians and others—who work collectively with other ITS branches and Fleet with a focus on in-service support for all marine engineering aspects in both our current and future fleet.

ME provides national strategic and functional management, engineering and leadership in the delivery of life cycle asset management. Marine Engineering has 7 units that enhance Coast Guard's ability to plan, manage, execute and report vessel maintenance as well as providing and interfacing technical expertise across the country to the CCG marine engineering community.

These positions normally work in an office environment with frequent periods of travel when the incumbent visits vessels, ship yards and other contractor sites.

Stream A:
- Second Class Marine Engineering, Transport Canada Certificate of Competency or higher combined with considerable*** experience working in a Marine Environment****

Stream B:
- Third Class Marine Engineering, Transport Canada Certificate of Competency combined with extensive**** experience working in a Marine Environment****

Stream C:
- Certificate of Competency as an Electrical Officer as issued by Canadian Coast Guard (CCG) combined with considerable ***experience working in a Marine Environment****
OR
- A post-secondary or higher diploma in Electrical Technology with considerable *** experience working in the electrical field in a Marine Environment. ****

Stream D:
- A post-secondary or higher diploma in Naval Architecture Technology with considerable *** experience working in a Marine Environment****
OR
- A post-secondary or higher diploma in Marine Engineering Systems Design Technology with considerable *** experience working in a Marine Environment****

Stream E:
- A post-secondary or higher diploma in Mechanical Engineering Technology with considerable *** experience working in the Mechanical Engineering field with experience working in a Marine Environment*****.

Steam F:
- Possession of a marine certificate issued by Transport Canada or Canadian Coast Guard and at least five (5) years of experience in the life cycle management of CCG Vessels and/or small craft.

**Considerable experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least five (5) years within the last ten (10) years.

***Extensive experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least ten (10) years within the last Fifteen (15) years.

**** Marine Environment is defined as either:
• shipboard operations OR
• industry or government directly involved with the maintenance, overhaul or repair of ships.

CERTIFICATES AND DESIGNATIONS (All Streams):
- Recognized Project Management diplomas and/or Project Management Professional (PMP) certified designation.
- Marine Engineering Certificate.

Project Management is defined as a program offered by PMI Recognized Education Provider (REP). REPs are organizations that have been approved to offer training in project management and issue professional development units (PDUs) to meet the continuing education requirements needed by PMI credential holders.

Stream A:
- First Class Marine Engineering, Transport Canada Certificate of Competency

Streams C, D & E:
- Certified Engineering Technologist designation
- P.Tech designation
- P.Eng designation
- Marine Engineering, Transport Canada Certificate of Competency

Stream F:
- Training in Maritime Corrosion
- Training on maritime electrical principles
- Inflatable Rigid Hull Operator Training
- Small Vessel Maintenance Training
- Small craft operator certificate

EXPERIENCE (All Streams):
- Experience managing and supervising technical or support staff.
- Experience as a Project Manager in managing a project through all the life cycles from Project - Initiation to Project Completion and close out.
- Experience managing multi-year budgets.
- Experience working on modern highly integrated marine equipment and systems in the marine environment.
- Experience using MS Project or other project management software.
- Significant experience** maintaining small craft.
- Significant experience** providing technical expertise for the assessment of vessel construction projects, vessel refits or vessel work periods.
- Significant experience** managing new vessel construction, vessel refits or vessel work periods.
- Significant experience** preparing and reviewing detailed Statements of Operational Requirements (SOR) or Technical Statement of Requirements (TSOR).
- Experience preparing proposals, work plans, risk analyses, financial reports and project progress reports.
- Significant experience** developing and maintaining collaborative working relationships with internal and external stakeholders.
- Experience coordinating tasks and activities in a multi-disciplinary team.
