Work environment

The Test of Oral Proficiency (TOP) is a staffing tool used by departments and agencies to assess employees' proficiency in their second official language. Second language assessors administer the TOP approximately five (5) times a day. They lead a conversation, simultaneously using a computer and specialized software, while assessing the language performance of the candidate. The job involves extensive interaction in person and over the phone with public servants and members of the general public, as well as collaboration with colleagues and other team members.

Intent of the process

A pool of qualified candidates will be established through this process to staff identical or similar positions with various tenures in the future at the Public Service Commission (PSC) in Gatineau. It could also be used to staff Test of Oral Proficiency Second Language Assessor positions in other departments in the National Capital Region.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education

Graduation with a degree* from a recognized post-secondary institution with an acceptable specialization** in education, linguistics, translation, literature, communications, journalism or some other specialty relevant to the position.

*Degree: A minimum of a baccalaureate, as established by educational authorities
**This may also be obtained through any Bachelor degree and a minimum of 2 years' experience teaching English or French as a first or second official language.

Degree equivalency

Experience

Experience working in a service environment interacting with a varied clientele.

Significant* experience conducting interviews.

* A minimum of 25 interviews conducted over a period of six months or more.

Experience

Experience in providing feedback to individuals on their work or performance.

Experience working in the area of French as a Second Language (e.g. pedagogical advisor or teacher).

Bilingual - Imperative (BBB/PPP)
*The BBB/PPP language profile for the position of Second Language Assessor requires the advanced professional level (P) in French in reading, writing and oral communication, and the command of English as a second official language at an intermediate level for the same skills.

The P proficiency levels in French will be assessed using job specific proficiency tests (written and oral). The test of the advanced P level in oral communication assesses individuals' ability to communicate effectively and in an accessible and understandable way to a broad range of second official language testing candidates.

English as a second official language will be assessed using the Public Service Commission (PSC)'s Second Language Evaluation tests.

*Successfully passing the Second Language Assessor certification program.

Maintenance of Second Language Assessor certification is essential for the position.

*Note: Only candidates who have qualified for the pool may be invited to participate in a 3-4 week training session to obtain their certification. Candidates who obtain their certification may be offered either a full-time indeterminate (permanent) or determinate (term) position at the PSC or other departments.

Tests

PSEE - Test of Judgement UIT

Applicants must complete the Public Service Entrance Exam: Test of Judgement Unsupervised Internet Test as part of the screening for this selection process. This test assesses the judgement required for solving problems in work-related situations. You will have 75 minutes to complete the test. You must complete the test before you submit your application for this position.

Other information

A random selection may be used at certain stages of the assessment.

A written examination, an interview, a workplace simulation and a reference check may be part of the candidates' assessment.

Candidates must meet the essential qualifications to be appointed to a position.

Candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.
