When submitting an application to this selection process, you will be prompted to answer screening questions concerning the essential education, and the essential and asset experience qualifications. Describe the situation/task, the action you took, what you accomplished and/or what you learned. The RCMP "E" Division Headquarters is located in beautiful Surrey, B.C. at 14200 Green Timbers Way. We are situated near the heart of downtown Surrey, near Skytrain and transit. This large headquarters houses several of the integrated operations, senior management and corporate services to support the priorities of the RCMP in British Columbia and the Yukon. Positions are in the Finance section of Corporate Management Branch, which includes Financial Management and Internal Control. The Finance Section provides advice and services on budgeting, forecasting, reporting, training and controls in the Pacific Region, which includes "E" and "M" Divisions. This position is located in a law enforcement environment which includes regular contact with uniformed and armed police officers.
Person(s) may be able to work Telework up to 2 days per week, upon approval of the manager.
The anticipated intent/result of this process is to indeterminately staff (on a full time basis) one position.
A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions (at full or part-time hours, including shift-work). Once established, the qualified pool will be valid for a period of one year and may be extended.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION:
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;
OR
OCCUPATIONAL CERTIFICATION: Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).
NOTE – degree includes at least six courses in accounting, finance, business administration, commerce, or economics.
EXPERIENCE:
• Significant and Recent* experience in one or more of the following: Financial Planning, Budgeting and Forecasting, Financial Analysis, Internal Control, Auditing, Costing, and Accounting Operations.
• Significant and Recent * experience in providing financial advice to clients and/or senior management in one or more of the following areas: financial management, accounting operations, internal control, internal audit, and financial policy.
• Significant and Recent * experience in the use of MS Office software (e.g. Excel, Word, Access, PowerPoint).
• Significant and Recent * experience in using an integrated financial system such as SAP, Oracle Financials, or ACCPAC, etc.
* Significant and Recent means 12 months concurrent within the last 5 years.

EDUCATION:

• Advanced proficiency in the use of Microsoft Excel and Access. (e.g. Using macros, creating a database, maintaining a database. Using Pivots and formulas are intermediate proficiency.)
• Experience in the financial administration of police service agreements within the RCMP.
• Experience within the public service (including separated agencies and crown corporations).
• Experience in supervising staff in an office environment.
• Experience in administration of budget or payment of invoices.
*Significant and recent means 18 months within approximately the last 5 years. At least 12 months need to be concurrent.
OPERATIONAL REQUIREMENTS:

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
Once established, the qualified pool will be valid for a period of 12 months and may be extended.
Practical and/or standardized tests may be administered for screening and/or assessment purposes.
Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.
References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.
All information obtained throughout the selection process, from time of application to close of process, may be used to evaluate candidates.
