ISED delivers its mandate in a hybrid work environment to leverage the best of both in-person and virtual work to deliver results. To foster a dynamic environment for purposeful in-person connections, most employees will be working part time at their designated ISED worksite on a weekly basis, and the remainder of the time from their telework location.
A pool of qualified candidates will be established to staff similar positions within Innovation, Sciences and Economic Development Canada with various tenures (acting, specified period or indeterminate positions), various security clearance levels and/or various language requirements.
The intent of this process is to staff positions in the following units of the Strategic Communications and Marketing sector, in portfolio organizations and in other sectors of the Department of Innovation, Science and Economic Development Canada:

EDUCATION - ALL STREAMS
- A degree from a recognized post-secondary institution.
NOTES:
- Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor's degree without specialization is called for in a position classified as IS.
- At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education standard.
EXPERIENCE - ALL STREAMS
- Experience in drafting communications products in clear and plain language (e.g. letters, communications plans, marketing content, newsletters, invitations, video scripts, web content, speeches, press releases or social media posts).
- Experience in coordinating communications projects.
- Experience in providing communications services to clients, management or stakeholders.
STREAM 1 - PUBLIC ENGAGEMENT AND OPINION RESEARCH:
- Experience in supporting the development of public opinion research or public consultations (i.e., project planning, survey design, questionnaire development, research, analysis, reporting on the public environment).
- Experience in converting research findings into plain language communications products (including reports, toplines, executive summaries, infographics and presentations) for publication.
- Experience in using online survey software (e.g., SimpleSurvey, Microsoft Excel, Voxco, Qualtrics) or other software used for statistical analyses.
STREAM 2 – INTERNAL/CORPORATE COMMUNICATIONS:
- Experience in planning and delivering corporate or professional virtual, hybrid or in-person events.
STREAM 3 – VIDEO PRODUCTION:
- Experience in translating messages and ideas into visual concepts in the production of videos for presentations and web and social media platforms.
- Advanced experience in using video editing software, such as but not limited to Adobe Creative Suites.
- Experience in operating professional video and photographic equipment such as video cameras, teleprompters, lighting systems and green screens, in a studio or remote set environment.
STREAM 4 – WEB:
- Experience in using HTML and Cascading Style Sheets (CSS).
- Experience in using web authoring software such as Dreamweaver, Sublime Text, Notepad++ or CKEditor.
- Experience in using graphics software, including but not limited to Photoshop and GIMP, for image optimization for the web.
- Experience in using analytical tools for websites and in analyzing or reporting web performance data.
STREAM 5 – SOCIAL MEDIA:
- Experience in using mainstream social media platforms, including but not limited to Facebook, Instagram, LinkedIn and X/Twitter.
- Experience in creating social media content and campaigns in an industry, government, not-for-profit or academic setting.
- Experience in using social media analytics tools to track and measure performance.
STREAM 6 – DATA ANALYTICS (ANALYTICS & INSIGHTS):
- Experience in analyzing and visualizing data, creating dashboards, writing reports and designing presentations.
- Advanced experience with Microsoft Excel (pivot tables, data manipulation).
- Experience in using data visualization software such as Power BI or Tableau.
