- Social Policy Analyst (EC-06)

Salary, Allowances, and Benefits:
In addition to salary, you are entitled to an isolated posts allowance. This can range from $19,833 to $27,387 per year, depending on the number of dependants and the geographic location. You are also entitled to vacation travel allowance of approximately $1,000 once a year for you and each eligible dependant.
As a federal government employee, you will also receive a comprehensive benefit package including an employee pension plan and health, dental and group insurance.
Workplace and telework:
Employees must perform their duties from a government of Canada physical workplace at least 2-3 days each week, or 40-60% of their regular schedule. The workplace of the position to be filled is located in Yellowknife, NT. Successful candidates will be required to work at the work site, either full-time or in a hybrid work mode. A part-time telework agreement may be discussed and implemented at the time of hiring in accordance with the operational needs of the position to be filled.
The Researcher (EC-05) will:
• Work collaboratively with multidisciplinary teams;
• Participate in multidisciplinary meetings and projects, liaises with internal and external stakeholders;
• Draft reports, assessments, briefings, correspondence to senior management, and other documentation as needed; and
• Conduct research and associated analysis on socio-economic factors, trends, policies and programs impacting northern files related to departmental mandates for Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) and Indigenous Services Canada (ISC).
The Analyst (EC-06) will:
• Lead on complex policy files on northern program and policy issues, priorities, and strategies;
• Represent the Regional Office at intergovernmental and multilateral platforms;
• Develop strategic advice and recommendations for management and senior management;
• Conduct research and associated analysis on socio-economic factors, trends, policies and programs impacting northern files related to departmental mandates for Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) and Indigenous Services Canada (ISC);
• Build and maintain strong stakeholder relationships to facilitate engagement and information sharing; and
• Supervise two full-time employees, and serve as team lead for file responsibility areas.
The Indigenous-Territorial Relations Unit, within the Northwest Territories Regional Office for Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), is a small but mighty team based out of the Yellowknife Office, that works to support regional intergovernmental relations efforts through policy and program lenses! No two days are the same! You’ll have the opportunity to work with colleagues within CIRNAC, Indigenous Services Canada, across the federal family, and counterparts in Indigenous and community governments across the territory.
Immediate need: One (1) full-time indeterminate position as Researcher and another one (1) as Analyst in Yellowknife, NT.
This process will be used to fill current vacancies and to establish a pool of qualified candidates for future opportunities (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) in Northwest Territories only, with various security requirements (reliability or secret).

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Notes:

The specialization may also be obtained through an acceptable combination of education, training, and/or experience.

For both positions, Researcher and Analyst (EC-05 and EC-06):
• Experience in conducting research and analysis on policy issues.
For the Researcher position only (EC-05):
• Experience preparing briefing materials for management (Director or above) (e.g. policy papers, research backgrounders, briefing notes, memos or presentations).
For the Analyst position only (EC-06):
• Experience in serving as a subject matter expert on complex* policy files.
• Experience in developing and maintaining collaborative working relationships with a variety of partners or stakeholders.
• Experience synthesizing information related to complex* policy issues in memoranda or briefings to management (Director or above).
*Complex issues are issues with two (2) of the following characteristics: multidimensional or horizontal, sensitive or confidential, holding significant risk, affecting many partners or stakeholders, having a major impact on the public service or the Canadians, or having a potential for significant media coverage.

• Master’s degree from a recognized post-secondary institution with an acceptable specialization in Indigenous Studies, Political Science, Public Administration, Economics, Sociology or Statistics.
• Experience working on files impacting Indigenous peoples.
• Experience working on child and family services programming, service delivery or policy.
• Experience working on files involving the Northwest Territories.
• Experience conducting or supporting negotiation processes.
