What you will be doing

✔ Designs, develops, and integrates regulations, standards, operational policies and other regulatory and non-regulatory instruments that govern commercial flight operations, contributing to the continuous improvement of the Canadian legislative and regulatory framework.
✔ Assesses a wide range of emerging technologies, safety problems and issues as they relate to commercial air operations.
✔ Participates in cooperative activities with foreign civil aviation authorities and international bodies to assess new technologies and methodologies, to identify new regulatory requirements, to harmonize regulations and legislation, and to contribute to the development of international agreements and standards.
✔ Designs and develops technical publications and reference material to provide clients, stakeholder organizations and the public with current aviation information as it relates to assigned specialized areas within commercial flight operations.
✔ Provides expert technical advice, support, and recommendations to management on the handling of functional, cross-functional, high profile, sensitive and complex issues or problems emanating within and outside the government and affecting program delivery and the regulatory review process.
✔ Maintains professional pilot currency.

The key activities of this position may require travel locally, regionally, and sometimes nationally or internationally. Typically, many work tasks will be performed in an office or telework environment, or in various indoor and outdoor aviation/industrial environments such as aircraft hangars and airport ramps and under varying weather conditions.

The main office location is 330 Spark Street (Tower C), Ottawa, Ontario. This location is in the Ottawa downtown core and is a close walk to tons of shops, restaurants, gyms and more! Take a walk to Parliament Hill during your lunch break or check out some fine-dining options after work just steps away. Transportation, not an issue: Lyon train station is a few feet away and also accessible all through underground indoor pathways so you can avoid stepping outside during the cold winter months.

Intent of the process

The immediate need is to fill four (4) permanent full-time positions.

A pool of qualified and/or partially qualified candidates could be created and could be used to staff similar positions in Transport Canada where the tenure, language requirements, security requirements and location may vary.

✎ Education

A secondary school diploma OR an acceptable combination of education, training and/or experience.

Degree equivalency

✈ Occupational Certification

Possession of a medically valid Canadian Airline Transport Pilot License – Aeroplane Category with a valid Group I Instrument Rating AND possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical);

OR

Possession of a medically valid Canadian Commercial Pilot License – Helicopter Category with a valid Group IV Instrument Rating AND possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).

✈ Experience

Total of 3,000 hours of flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in either multiple engine aeroplanes OR Transport Category helicopters.

Experience in analyzing *complex situations and making recommendations.

Experience in working with risk management concepts and principles.

Experience on advanced technology aircraft.

Experience working in a Safety Management Systems environment.

*Complex is defined as having at least two (2) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact.

A degree or diploma from a recognized post-secondary institution.

OR

A degree or diploma in Aviation Management or an aviation related field.

Degree equivalency

✈ Asset Experience

Experience as pilot-in-command of multi-engine turbo-jet transport airplanes of a maximum certified take-off gross weight of a minimum of 50,000 pounds.

Experience in 702, 703, 704 or 705 operations.

Experience as a helicopter flight crew member on offshore operations.

Experience as pilot in command (PIC) in global operations.

Holds a Canadian Flight Instructor Rating OR a Canadian Forces Instructor Category

Experience in working in ANY of the following positions:
• Director, Flight Operations
• Chief Pilot or Standards Captain or Chief Flight Instructor or equivalent
• Training Captain
• Manufacturers Test Pilot
• Approved Check Pilot or Pilot Examiner

Experience in conducting training lessons or information briefings.
