Duties

Are you a professional engineer seeking a challenging opportunity in real property services? Public Services and Procurement Canada (PSPC) retains a team of highly skilled engineers and technicians that provide professional and technical services to Ontario Region’s client list of Other Government Departments (OGD’s). The Professional and Technical Services Directorate, Ottawa office, is seeking qualified candidates to provide engineering services primarily to Parks Canada’s Ontario Waterways, but also to PSPC and other OGD’s.

Our primary client, Parks Canada’s Ontario Waterways, owns and operates the Trent-Severn Waterway and Rideau Canal System, which consists of approximately:
• 30 moveable swing bridges;
• 25 fixed bridges;
• 150 concrete gravity dams;
• 250 canal retaining walls and wharves;
• 94 navigation locks; and
• Several associated earth dams.

As a Structural Engineer, you will be responsible for:
• Performing field inspections of engineering assets and perform structural analysis to ensure public safety, regulatory and code compliance, and determine if remedial work is required;
• Develop designs, cost estimates and contract documents (plans and specifications) for the rehabilitation or replacement of civil engineering structures;
• Produce Terms of Reference for retaining consulting engineers, including the review of consultant deliverables to ensure that they meet contract and design requirements;
• Provide professional engineering advice to clients for project delivery throughout the entire process (project identification, project definition, project delivery); and
• Attend site construction meetings and perform periodic inspections of on-going construction work.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree (see 𝐍𝐨𝐭𝐞 𝟏) from a recognized post-secondary institution in civil engineering.
Current certification as a professional engineer in Canada with specialization in structural engineering relevant to the position.

You must clearly outline in your application how this specialization has been obtained. This certification must be from an accredited provincial association granting professional license in engineering. You are to provide the name of the organization of accreditation as well your identification number. Failure to provide this information may result in your application being rejected.

𝐍𝐨𝐭𝐞 𝟏: A degree is defined as a baccalaureate or higher-level degree, as established by educational authorities. If you were educated outside of Canada, you must have your degree and certificates assessed against Canadian education standards. Degree equivalency

Extensive* experience providing structural engineering services related to the analysis, design, or construction of real property** projects;
Extensive* experience in conducting on-site inspections.
Extensive* experience in performing quality assurance reviews of engineering designs.
Extensive* experience performing structural designs for rehabilitation or replacement (new construction) of real property assets.

* Extensive experience is defined as the depth, breadth, and scope of experience with having performed a broad range of activities for approximately eight (8) years.
** Real property assets include any structures such as buildings, engineering assets (bridges, dams, marine infrastructure*)and/or industrial facilities. *Marine infrastructure* includes assets such as wharfs, concrete dams, and navigational locks.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Experience in performing condition assessments and design of buildings.
Experience in performing condition assessment and design of dams
Experience in performing condition assessment and design of bridges.

Possession of a valid Driver's Licence or personal mobility to the extent normally associated with the possession of a valid driver's licence.
Licensed as a professional engineer with the Professional Engineers of Ontario.
Candidates must be able and willing to travel and work overtime.
Candidates must be able and willing to enter confined spaces.
Candidates must be able and willing to travel to construction work sites, use ladders and/or power lifts to access areas of work for inspection or assessment.
