Duties

Reporting to the Director of Facilities Adjudication Central/North in the Energy Adjudication Business Unit, the position has two main areas of focus:
i. provide technical writing support for the drafting of major Commission decisions and recommendation reports, and
ii. lead improvements to the internal adjudicative writing process to support the Canada Energy Regulator’s Adjudication function.

This includes enhancing adjudicative technical writing guidance and staff training by applying and sharing expert knowledge in writing legally defensible decisions with adequate reasons.

The position applies coaching techniques and skills in project management, change management, facilitation, and technical writing to review documents, to document and improve processes, and to support the development and maintenance of technical expertise in regulatory writing. This involves working with staff who are technical specialists in disciplines such as environment, socio-economic, engineering, financial and economic matters. The position also plays an important quality assurance/quality control function for major Commission decisions and recommendation reports.

Education:
Graduation with a degree from a recognized university in a field related to the duties of the position.

Degree equivalency

Experience:
E1 Experience in technical writing within a judicial or quasi-judicial context, including writing legal or regulatory decisions.

E2 Experience in providing strategic advice, analysis and recommendations to senior management and decision makers, particularly related to how technical matters are communicated (technical matters such as: cumulative effects, rights of Indigenous Peoples, financial and economic, engineering matters, or others).

Asset Qualifications:
AQ1: Experience documenting and leading process improvements at a judicial or quasi-judicial board, commission or tribunal.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB 11 position is similar to a AS-08 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2021 NEB11, $109,692 to $133,457 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
