Duties

The position provides leadership and activities (negotiation, advice, implementation, and monitoring) to support the successful implementation of Yukon Governance Agreements (Umbrella Final Agreement, Final Agreements, Self-Government Agreements, and related Implementation Plans).
Manages staff and unit activities dedicated to the implementation of the Umbrella Final Agreement and numerous self-government, transboundary and associated agreements.
Establishes and manages partnerships with First Nations, First Nation organizations, other federal departments, and the territorial government. Represents Canada on tripartite or bilateral working groups developing policy or procedures anticipated by the Yukon First Nation Final Agreements and represents the department on Final and Self-Government Agreement committees.
Works collaboratively with multiple parties to develop and implement Memorandum of Agreement regarding the relocation of certain parcels of Proposed Site-Specific Settlement Land and participates in Final and Self-Government transboundary agreement and implementation plan negotiations, formal review committees and working groups.
Provides leadership and guides the implementation of departmental and federal obligations under the Umbrella Final Agreement, Yukon First Nation Final and Self-Government Agreements, transboundary agreement, associated implementation plans, funding arrangements and other intergovernmental agreements to ensure that obligations are discharged within the time frames identified.

Intent of the process

The immediate intent of the process is to staff indeterminately one positions at Crown-Indigenous Relations and Northern Affairs Canada, in Whitehorse, Yukon Territory.
A pool of partially qualified candidates may be established which could be used to staff temporary, and/or permanent positions with similar qualifications, various linguistic profiles, various security requirements, and/or various tenures at Crown-Indigenous Relations and Northern Affairs Canada, within the Yukon Region. Conditions of employment may vary according to the positions to be staffed.
The PM-06 position is located in Whitehorse, YT. For operational reasons, the work must be performed on site, at the Whitehorse Office. If not already a resident in Whitehorse, YT, the successful candidates are required to relocate to Whitehorse, YT.

ASSET EDUCATION:
Graduation with a degree from a recognized post-secondary institution in a field relevant to the duties of the position (ie. Public Administration, Governance, History, Sociology, others that may be relevant).

EXPERIENCE:
Experience in the implementation of modern treaties and self-government arrangements with Canada’s indigenous peoples.
Experience working in a Northern and Indigenous cross-cultural environment.
Experience in supervising staff.
Experience delivering programs and services.

A variety of assessment tools may be used in the assessment of candidates, such as: * written test, practical test, situational exercise, * oral interview, simulation, presentation, role-play, work samples, performance appraisals and/or * reference checks. 7. Online assessments may be scheduled and applicants will be invited to participate in these assessments via email. Applicants MUST make themselves available within the time span of the testing phase. The written/online exam MAY be administered outside of regular working hours including evenings and weekends.
