Duties

Are you looking to take on new challenges and join a dynamic team? This position is for you! Here is a little about the Team Leader, ATIP position:

- Management and implementation of Access to information and Privacy (ATIP) programs;
- Provide the right of access to information, and to protect individual's privacy rights to information under the control of Library and Archives Canada (LAC);
- Provision of expert advice and interpretation of the Access to Information Act (ATIA), the Privacy Act, and related regulations to management and staff of LAC, stakeholders (other federal institutions) and clients.

LAC has about 1,000 employees, with about 150 within the Access to Information and Privacy (ATIP) Branch. LAC is currently undertaking a major modernization of our processes to reduce our backlog by resolving our unique challenges. To do that, we need YOU!

LAC is the official home of millions of archival records of the Government of Canada, the personnel records of former Canadian Armed Forces Members and former Public Servants. These records are often subject to requests for access or as a support for ongoing important projects. Recent examples include providing access to records for the LGBT Purge class action, the Federal Indian Day Schools class action and land claims.

Intent of the process

The intent of this process is to establish a pool of qualified candidate at the PM-05 group & level ready to join a growing team. Some of the appointments could be on a term basis for a period up-to two years, but the process may also be used to staff indeterminate positions.

A pool of partially or fully qualified candidates may be established and may be used to staff identical or similar positions within Library and Archives Canada across Canada with various tenures, language requirements, operational requirements and/or conditions of employment, which may vary according to the position to be staffed.

If a pool is established following this staffing process, all federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) will be able to use it in order to staff similar positions across Canada.

► EDUCATION:

Secondary school diploma or acceptable combination of education, training and/or experience.

Degree equivalency

► EXPERIENCE:

• Significant experience* in one or more of the following three areas:
- Managing human resources in a team environment;
- Developing, reviewing and/or maintaining policies;
- Reviewing complex access to information and/or privacy files.

• Experience contributing to the preparation of briefing materials, presentations, reports and/or recommendations on program or operational issues for your supervisor or senior management.

*Significant experience refers to the breadth, depth, complexity and/or diversity of experience and the level of autonomy in performing duties (normally associated with full-time performance of duties in one or more of the three areas for a period of approximately two (2) years.)

ASSET QUALIFICATIONS

► EDUCATION:

• A degree from a recognized post-secondary institution.

Degree equivalency

► ASSET EXPERIENCE:

• Experience in managing operational staff in Access to Information and/or Privacy context.
• Experience in analyzing, interpreting and applying the Access to Information Act and/or Privacy Act, their provincial equivalents or equivalents in other nations.
• Experience in an information management environment or a cultural environment such as museums, libraries and/or archives.
• Experience working with ATIP software or case management systems.
• Experience in analyzing, researching and/or reviewing information found in records.
• Experience in delivering services or a program directly to the public*
• Experience in a research program or activity in one or more of the following subjects:
- Canadian history;
- Military history;
- Security and intelligence;
- International affairs;
- Indigenous history; or
- Any other relevant topic.

*The term "public" is defined as members of the general population, which exclude internal clients and colleagues.

► OPERATIONAL REQUIREMENTS:

• Willingness and ability to work from the office.
• Willingness to work overtime on short notice.
