The Canada Energy Regulator works to keep energy moving safely across the country. Reporting to the Director of the Research and Innovation Team in the System Operations Business Unit, the Technical Specialist is expected to:
(1) Lead and manage complex multi-disciplinary data projects to support different program areas in compliance oversight related to Safety and Environment Oversight Core Responsibility
(2) Lead and guide the Operations data support team, including consultants, to achieve data and information technology priorities for safety and environment compliance oversight.
(3) Lead and support maintenance and enhancements to the Online Event Reporting System and Operations Regulatory Compliance Application
(4) Collect, review and analyze complex data and information related to safety and environmental performance of oil and gas pipelines and facilities.
(5) Proactively coach the operations data support team to acquire the knowledge and skills they need to complete tasks and projects, establish internal and external strategic relationships and progress in technical roles.
(6) Provide relevant and high-quality technical analysis and advice to senior management and CER staff on safety and environmental matters related to CER-regulated facilities
(7) Develop and present technical reports, briefings and memos.
(8) Lead quarterly and annual reporting of the Departmental Results Framework and support related improvements to safety and environment performance.
A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential asset qualifications and with regard to breadth and depth of experience.

Education:
Graduation from a recognized university with an undergraduate degree in engineering, computer science, natural sciences, or any other discipline relevant to the position.
Experience:
E1 Considerable* experience managing and supporting complex** projects with multi-disciplinary teams. This includes experience translating business requirements to technical requirements.
E2 Experience in data analytics and data interpretation, including competency with relational databases and Structured Query Language
E3 Experience coaching staff for successful execution of initiatives and achievement of professional goals.
E4 Experience in preparing and presenting technical analysis and advice orally and in written formats to different levels of leadership.
* For the purposes of this staffing process, considerable experience will be evaluated in regard to the amount, complexity, and diversity of the work handled, and the level of autonomy demonstrated. The candidate’s employment background indicates experience sufficient for recognition as fully functional in that field.

Information on employment equity
1. The CER has a classification system that differs from the greater public service. This NEB-11 $109,692 to $133,457 position is similar to an EN-ENG-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement Conditions.
2. Salary: Effective 1 November 2021 NEB-11 $109,692 - $133,457 annually (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
3.
