Duties

Real property professionals serve Canadians by collaborating on government-wide initiatives and driving excellence in the management of Crown-owned and/or leased facilities.

Real property Analysts / Advisors can support a broad range of real property functions including the administration and daily operations of Crown-owned and/or leased facilities by providing efficient, cost-effective building management and maintenance; providing a safe working environment for employees and visitors to any Crown-owned and/or leased facilities; ensuring that all Crown-owned and/or leased facilities are in compliance with all applicable laws and regulations; managing Crown-owned and/or leased land acquisitions, leases, and disposals; developing and implementing real property portfolio strategies, implementing strategic portfolio planning initiatives; procuring major and minor construction projects for new assets, the refurbishment of existing assets and the end of life of assets; ensuring the accuracy of data for properties and real property assets; conducting data analysis to support evidence-based decision-making, championing and implementing workplace modernization efforts; and providing exceptional customer service to clients.

Intent of the process

This is an anticipatory process.

A pool of qualified persons resulting from this process will be created which may be used to fill similar positions with various linguistic profiles as well as tenures (Acting, Assignment, Deployment, Indeterminate, Secondment, Specified period) corresponding to the requirements of the position being staffed.

This process will be managed by the Treasury Board Secretariat and used by various federal government organizations across the country to staff their positions. Therefore, ensure that you only indicate your true work locations of interest.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:

- Experience in a real property context in one or more of the following functions:
• Portfolio, Program & Policy
• Environmental Services
• Property & Facility Management
• Project Management
• Accommodation Management Services

- Experience providing strategic or policy advice or recommendations to managers, in writing and orally.

- Experience in contributing to the development of complex* projects or initiatives.

*Complex is defined as an initiative with a major risk factor including, but not limited to, challenging clients, high security requirements, high media or stakeholder interest, or senior management involvement.

Experience:

- Experience in managing or supervising people (provide details of the supervisory role, number of direct reports, when this took place and for how long).
- Experience in managing outsourcing contracts.
- Recent* experience in managing government contracts (e.g., standing offers, supply arrangements or competitive/non-competitive contracts).
- Experience in leading project teams.
- Experience working with SAP or other financial management information systems, such as Sigma.
- Experience in developing strategic planning documents and/or policy documents.
- Professional designations or certifications relevant to real property, including real estate assessor designations (specify your designations and/or certifications).

* Recent is defined as having demonstrated experience within the last 6 years.

Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status

For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. Depending on the number of applications received, applications may be evaluated in stages, according to the date of receipt. A top-down approach based on the level, breadth or degree of qualifications may be used during any stage of the selection process.

Achieving a pass mark on any of the assessment used does not mean you will move forward in the selection process. The selection board may decide to use a cut-off score that is higher than the pass mark on any evaluation used throughout the process.

Asset criteria may be applied in the initial selection stages. Applications that do not demonstrate the qualifications retained in the initial stages may be evaluated in future selection stages.
Applications may be used to assess the applicant’s ability to communicate effectively in writing.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
