The field of behavioural insights is taking an increasingly prominent role in competition policy. Working under a dedicated Behavioural Insights Manager, you will have the exciting opportunity to tackle new projects within the Competition Bureau’s (“Bureau”) new, centralized behavioural insights unit. The unit is located within the Intelligence, Behavioural Insights, and Remedies Directorate of the Digital Enforcement and Intelligence Branch.
As a Behavioural Insights Analyst, you will have the opportunity to:
- Plan and conduct a portfolio of applied behavioural science projects at the intersection of behavioural insights and competition law enforcement and advocacy.
- Work on diverse topics related to the digital economy (e.g. online choice architecture, sludge, dark patterns).
- Design and run experiments (e.g. randomized control trials, field work) related to enforcement cases, advocacy initiatives, and approaches to compliance.
- Provide expert advice to Bureau teams about behavioural science concepts.
- Proactively identify emerging competition risks related to consumer behaviour.
- Have a key role developing relationships with partners and stakeholders across the Bureau and in other departments / outside of government.

ISED is transitioning to a hybrid work environment to leverage the best of both in-person and virtual work to deliver results. To foster a dynamic environment for purposeful in-person connections, most employees will be working part time at their designated ISED worksite on a weekly basis, and the remainder of the time from their telework location.
The Competition Bureau has offices located in:
• Gatineau, Quebec (at 50 Victoria St.);

This job has been identified as ‘hybrid’. Generally, employees in a hybrid job can anticipate working from their designated ISED location from two to three days per week.

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
We recognize that applicants will come from a range of backgrounds. We encourage applicants to approach this question by emphasizing the economic, sociological, and statistical components of their work as well as any courses in these three fields that were part of their educational background.
EXPERIENCE:
- Significant* experience working in the delivery of applied behavioural insights projects.
- Experience leading discrete portions of behavioural insights projects (e.g. taking ownership of project workstreams to ensure they are successful, managing tasks to timelines, anticipating future needs, and guiding or proactively supporting work plan development and coordination).
* Significant is defined as the depth and breadth of experience normally acquired with having performed a broad range of various, complex related activities acquired over a period of at least two (2) years.
* Written communication will also be assessed as part of the screening process (including the application).

- Knowledge of core concepts of behavioural science, such as how behavioural biases can impact human behaviour.
COMPETENCIES:

- Research – Ability to acquire greater understanding of a subject under study through the application of research methodologies such as those used in the applied and social sciences (e.g. economics, sociology, psychology, public policy) or the fields of law, statistics, or business.
- Written Communication – Ability to produce clear, concise, logical and grammatically correct written material to effectively exchange information and ideas with others.
ASSET EDUCATION:
- Graduation with a graduate degree (Master’s and/or PhD) from a recognized post-secondary institution in a field of study applicable to behavioural insights.
ASSET EXPERIENCE:
- Experience working with a mandate related to economic analysis, consumer protection, competition, and/or law enforcement fields.
ASSET KNOWLEDGE:
- Knowledge regarding the design and execution of randomized controlled trials.
- Knowledge of statistical analysis (e.g. randomization, representativeness, statistical inference, interpretation of results).

- Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score will be used and a top-down approach may be used at any step if there are a sufficient number of candidates to meet immediate and anticipated staffing needs.
- Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications. A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset criteria and/or organizational needs may also be applied at the screening stage.
