Duties

The Indigenous Consultation Coordinator’s primary focus will be consulting Indigenous communities on the potential impacts of energy projects on Indigenous Peoples’ rights and interests, analyzing those impacts, and seeking to address them. This entails coordinating with the company, engaging other federal and provincial agencies, seeking appropriate accommodations, and preparing reports to the Commission of the CER and the Minister of Natural Resources. The CER regulates pipelines and electrical transmission lines across Canada, specifically lines crossing provincial and border boundaries into the United States. The successful candidate will also provide professional advice to senior management.

Education: Graduation from a recognized university with a degree in Indigenous studies, anthropology, political science, industrial relations, economic science, engagement and conflict resolution, public policy or a related field OR an acceptable combination of education, training, and/or experience.

Degree equivalency

Essential Experience:

E1 Experience consulting Indigenous communities on complex topics relating to natural resource projects.

E2 Experience analyzing impacts on Indigenous Peoples’ rights and interests.

E3 Significant experience providing strategic advice and recommendations to senior management.

E4 Experience creating and maintaining strategic partnerships with other government departments.

*Significant experience refers to a total of approximately 4 years of cumulative relevant experience, where the activities were the focus of the candidate’s work.

Information on employment equity

1. The CER’s classification system differs from the greater public service. This NEB 10 position is similar to an EC-06 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different from those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2021 NEB-10, $100,175 to $121,883 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)

• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)

• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments.
