Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
Experience:
Recent and significant* experience providing service and advice in labour relations.
Recent and significant* experience analyzing information and providing advice and recommendations to management on complex human resources issues.
Experience providing service and advice in one of the following: policy development, classification, informal conflict management, staffing, workplace wellness or training.
*Recent and significant is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of three (3) years within the last five (5) years.
Knowledge:
Knowledge of current issues related to federal public service human resources management.
Knowledge of legislation, policies, and procedures as they relate to staffing and labour relations in the federal public service.

3. Applicants who are screened into this staffing process will be sent further information by email regarding what to expect during subsequent phases of this staffing process.

Depending on the number of applicants, Indian Oil and Gas Canada’s needs and HR plans, volume management strategies such as, but not limited to, top-down approach, cut-off scores, random selection and/or assessment may be used for the purpose of managing applications/candidates. Should a volume management strategy be used, communication regarding the application of the strategy will be provided to those candidates who are impacted.
5. During the application or assessment process both cheating and plagiarism are considered forms of misconduct and are not permitted. Any person found cheating, including those who help others to cheat, may be subject to removal from the staffing process.
6. You will be required to provide proof of your education from a recognized Canadian Educational Institution and proof of Citizenship or permanent residency later in the staffing process.
7. Various assessment tools may be used in this staffing process such as: standardized tests, reference checks, written tests, an interview, etc.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
