Salary, Allowances, and Benefits:
In addition to salary, you are entitled to an isolated posts allowance. This can range from $19,833 to $27,387 per year, depending on the number of dependants, geographic location and whether the accommodation is provided by the Crown. You are also entitled to vacation travel allowance of approximately $1,000 once a year for you and each eligible dependant.
As a federal government employee, you will also receive a comprehensive benefit package including an employee pension plan and health, dental and group insurance.
Workplace and telework:
Employees must perform their duties from a government of Canada physical workplace at least 2-3 days each week, or 40-60% of their regular schedule. The workplace of the position to be filled is located in Yellowknife, NT. Successful candidates will be required to work at the work site in a hybrid work mode. A part-time telework agreement may be discussed and implemented at the time of hiring in accordance with the operational needs of the position to be filled.
This position will:
• Lead on complex policy files on northern program and policy issues, priorities, and strategies;
• Represent the Regional Office at intergovernmental and multilateral platforms;
• Develop strategic advice and recommendations for management and senior management;
• Conduct research and associated analysis on socio-economic factors, trends, policies and programs impacting northern files related to departmental mandates for CIRNAC and ISC;
• Build and maintain strong stakeholder relationships to facilitate engagement and information sharing; and
• Supervise two full-time employees, and serve as team lead for file responsibility areas.
The Indigenous-Territorial Relations Unit, within the Northwest Territories Regional Office for Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), is a small but mighty team based out of the Yellowknife Office, that works to support regional intergovernmental relations efforts through policy and program lenses! No two days are the same! You’ll have the opportunity to work with colleagues within CIRNAC, Indigenous Services Canada, across the federal family, and counterparts in Indigenous and community governments across the territory.
Immediate need: One (1) full-time indeterminate position at Yellowknife, NT.
This process will be used to fill current vacancies and to establish a pool of qualified candidates for future opportunities (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) in Northwest Territories only, with various security requirements (reliability or secret).

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Notes: Candidates must always have a degree. The courses for the specialization may have taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training, and/or experience.
• Experience in serving as a subject matter expert on complex* policy files.
• Significant** experience preparing briefing materials (such as, but not limited to, reports, briefing notes, and correspondence, executive summaries) for senior management (Director or above).
• Experience developing and maintaining relationships with internal*** and external**** stakeholders.
*Complex is defined as having one or more of the following characteristics: horizontal, cross-cutting, involving multiple players; sensitive in nature; with competing interests; requiring considerations and management of risk.
**Significant means the depth and breadth of experience normally associated with having performed a broad range of activities for a period of at least two (2) years.
***Internal stakeholders are those who work within your organization or department.
****External stakeholders are those who work within another department or non-governmental organization.

• Master’s degree from a recognized post-secondary institution with an acceptable specialization in Indigenous Studies, Political Science, Public Administration, Economics, Sociology or Statistics.
• Experience working on files impacting Indigenous peoples.
• Experience working on child and family services programming, service delivery or policy.
• Experience working on files involving the Northwest Territories.
• Experience conducting or supporting negotiation processes.

• Willing and able to travel, including to remote communities by various means of transportation (i.e. small aircraft, vehicle or boat), travelling in some adverse road and weather conditions.
• Should relocation be required, the incumbent must complete a Health Declaration form for themselves and dependents, in accordance with the Isolated Post and Government Housing Directive.
