The Indigenous Relations and Reconciliation Business Unit serves as a centre of excellence in Indigenous engagement approaches and is responsible for the implementation of Reconciliation Strategy Priority. The Policy and Coordination team advances Reconciliation by leading regulatory policy change and providing policy advice to CER programs. The incumbent would be required to be or become familiar with the CER’s Reconciliation Strategic Priority, the CER’s Reconciliation Statement and the CER’s plans for implementation of United Nations Declaration on the Rights of Indigenous Peoples.
Reporting to the Director, Policy and Coordination, the incumbent acts as a senior resource for regulatory policy improvement initiatives related to Reconciliation. The incumbent also supports proactive planning and informed decision-making across the organization through coaching/mentorship of other professionals and by creating and leveraging strategic partnerships within the organization, with government officials, Indigenous Partners, and other regulators. This work will include the development of strategic materials for senior audiences, including executive and governance mechanisms.
The incumbent may undertake the role of project manager and/or guide multi-disciplinary teams for complex projects.

Education: Graduation with a degree from a recognized post-secondary institution OR an acceptable combination of education, training, and /or experience.
Experience:
E1. Significant experience in managing projects with multi-disciplinary teams that involve conducting research, identifying strategic issues, analyzing options, and providing advice and recommendations to senior management, along with related policy and program development and implementation.
E2. Significant experience in preparing comprehensive written analysis and briefing materials (e.g., reports, briefing notes, presentations) for senior management on complex issues.
E3. Significant* experience providing strategic advice and recommendations to peers, management, senior-level management, and/or governing bodies through written and oral briefings on complex** issues.
*Significant experience refers to at least 5 years of relevant experience, where the activities were the focus of the candidate’s work and were neither temporary nor ad hoc.
** Complex issues are defined as having one of the following characteristics: multidimensional, sensitive, confidential, affecting two or more partners or stakeholders, or having an impact on the delivery of programs and policies.
Asset Qualifications:
AQ1 Recent experience working or engaging with stakeholders, Indigenous communities, or rights holders on policies, projects, programs, or operational activities.
AQ2 Knowledge of Canadian Indigenous cultures, history, contemporary issues, worldviews, protocols, and practices.
AQ3 Understands the CER’s unique regulatory context and applies this knowledge in recognizing, interpreting, and addressing issues in the public interest.

Information on employment equity
1. The CER has a classification system that differs from the greater public service. This NEB 10 position is similar to an EC-06 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.
2. Salary: Effective 1 November 2021 NEB-10, $100,175 to $121,883 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
